The Junior Program Officer will work under the supervision of the
Project Manager for the SE4ALL initiative.

To contribute to the production of specific articles, publications and any other documentation that influence accelerated implementation of SE4ALL; Assist in planning and organizing policy dialogues under SE4ALL; Engages in public relations and networking to identify synergies and strengthen existing partnerships in the region for effective implementation of SE4ALL; Work closely with Civil Society Organizations in adopting the SE4ALL initiative; Follow key policy dialogues at local, regional and international level; Plan and schedule project timelines; Provide support to the whole Green society team in the region especially on policy issues; Establish annual SE4ALL Advocacy events; Compiling monthly, quarterly and annual energy advocacy reports; Identifies and participates in relevant local and international seminars, conferences related to SE4ALL and energy access as representative of Hivos; Assist the Hub in Leading Advocacy for SE4ALL; Assist in preparing project reports (financial and narrative)

GOAL is an international non-denominational, non-governmental and
non-political humanitarian organisation dedicated to work towards ensuring the
poorest and most vulnerable in our world and those affected by humanitarian
crises have access to the fundamental rights of life, including but not limited
to adequate shelter, food, water and sanitation, healthcare and education.
GOAL started operating in Zimbabwe in 2002 as an implementing partner
for the World Food Programme (WFP). Since then, the organisation has evolved
and is now working in three programme areas: Food Security and Livelihoods,
Health and Nutrition and Water, Sanitation and Hygiene (WASH). Projects are all
designed to graduate communities from aid dependency. We are looking for
suitably qualified, highly competent and motivated individuals to fill in
positions that have arisen within GOAL Zimbabwe.
General description of the role
Reporting to the Senior Finance and Compliance Officer, the Roving Finance Officer will support the UNICEF Nutrition Project in finance related activities in line with the specified GOAL policies and procedures ensuring timely reporting to the supervisor. This will include reviewing of Head Office financial transactions, handling of cash and RTGS payments, cash and float management, reviewing of field cash books, providing on the job training and support to field staff on finance related tasks

Key responsibilities
Work closely with the Finance team in Head Office and support project staff in finance related issues of the UNICEF Nutrition project; Cash management and control of cash flow for this project, liaison with banks; Float management of the UNICEF project including preparation of the monthly Dublin float approvals, keeping the float register up to date and do monthly reconciliations; Advise line manager on the exceptions required in float holding, Safe/cash box limits, cash in transit, safety and insurance; Review the cash books of the field offices and prepare monthly account reconciliations; Facilitate payments from the Head office for participants of trainings/ other events as per the attendance registers and do initial verification using a payment system module; Make cash disbursements in line with the specified GOAL policies and procedures; Close cash books on weekly and monthly basis and report to line manager and FC; Assist in making training payments ensuring adequate documentation such as attendance sheets when field Distribution Assistants are on leave; Conducting field visits to UNICEF field locations and providing on the job training; Update the monthly Budget Monitoring Tools (BMTs) for UNICEF project; Keep GOAL’s databases updated for UNICEF project such as contract database, stock database, training database and others; Keep records and reconcile the distribution documentations and file under donor box files; Participate in bi-annual stock takes; Facilitate audits along with other finance personnel; Prepare summary of withholding tax on monthly basis and remit to the local Revenue Authority; Ensure adherence to GOAL’s ‘Accounting and Finance Manual’ and donor requirements; and familiarity with the contents and requirements of both

Save the Children International PVO 03/2002 is the world’s leading
independent organization for children. Our mission is to inspire breakthroughs
in the way the world treats children, and to achieve immediate and lasting
change in their lives.
Save the Children’s Zimbabwe programme is inviting applications for the
below position in preparation for an anticipated USAID/PEPFAR project providing
support to orphans and vulnerable children (OVC) and their caregivers in
selected districts within Zimbabwe. This key project, Getting to ZERO, is a
five‐year program
aimed to reduce HIV impact, vulnerability and risk, as well as increase high
impact HIV services among orphans and vulnerable children and adolescents in
targeted communities. The goal for this program is improved health, nutrition,
psycho-social well-being and educational outcomes; and reduced abuse of
children affected by HIV. The program seeks to advance ownership at the local
level of a comprehensive, integrated, community-based AIDS response to mitigate
the impact of HIV on orphans and vulnerable children.
This position requires experience in managing large scale USAID funded
project(s) at a senior level, experience in OVC programming and is contingent
on the issuance of USAID funding and the award being granted. The selection of
applicant is subject to USAID approval.

The DCOP will work with Save the Children’s existing country office, and will significantly contribute to the strategic focus and provide operational leadership to support the direct implementation of program activities. The DCOP will oversee the overall operations and ensure the smooth running of a complex, multi-layered project by managing systems, staff and building capacity that support the results of the project. As the DCOP, s/he is also responsible for supporting the Chief of Party (COP) in the overall management of the project. S/he will lead the operations, finance and support services project team and be responsible for working with the country office for the financial and grants management, HR, administration, IT, logistics and procurement of the project.
Essential duties, responsibilities and impact
The DCOP will liaise closely with USAID, Government of Zimbabwe, Save the Children’s Headquarters and Country Offices, as well as partner organizations. Key responsibilities will include: Assist the COP with annual planning processes, in close collaboration with program teams; In collaboration with the program leadership team and implementing partners, lead the development and use of guidelines and tools to support program work planning, budgeting and management processes ensuring results-oriented, efficient program operations at implementation level; In collaboration with the technical teams, establish systems and processes for the periodic review of implementation across districts and facilitate necessary mid-course corrections; Participate in the leadership team meetings and contribute to the program level management decision-making; Along with the COP, ensure appropriate project organizational structures are in place to ensure the most efficient and effective implementation of program activities; In collaboration with the COP, represent the program in appropriate technical and managerial advisory groups with government stakeholders and with USAID; Cultivate strategic relationships and alliances with other implementing partners and donors; Work with the SC country office grants, finance, administration and human resource units to ensure: Systems are in place for the most effective program implementation with regards to M&E, financial management and compliance; Strong implementation, financial management and reporting in compliance with all donor requirements; Adherence to SC operational procedures and guidelines; Act as the Chief of Party during his/her absence; Support and coordinate international technical assistance needs with the technical team; Track progress of programs against deliverables specified in the original proposal and with detailed approved work plans; Support and coordinate with the M&E team in monitoring implementation, analysis progress and use service statistics and other data for decision-making and improving program performance; Support and oversee effective implementation of program activities in alignment with program goals and objectives; Coordinate with the technical teams in developing technical assistance plans for the central implementation team to the district level program staff and partners; Directly manage staff included in the operational team including finance, operations, support functions and M&E; Guide implementing partners on setting standards and procedures for program management and compliance; Ensure appropriate training and capacity building of all program staff at field level including key positions of partners

Required background, experience, skills and behaviours
Master’s degree in international relations, public health, or related field; Minimum of 10 years of field-based experience working on large and complex overseas, multi-partner development programs, especially in Sub-Saharan Africa; Experience managing large scale USAID funded project(s) at a senior level desirable; Experience in managing large child-focused field programs for an international NGO; Demonstrated skills in leadership and supervision of staff and teams; Familiarity with USAID regulations and policies, with specific understanding of PEPFAR guidelines, rules and regulations; At least five years of professional experience working on issues related to OVC and caregivers, capacity building/strengthening and project implementation to mitigate HIV/AIDS in developing countries; Extensive experience working in Sub-Saharan Africa; specific work experience in Zimbabwe is desirable; Proven experience building capacity of local NGOs and government bodies; Proven ability in promoting and collaborating closely with multi-level stakeholders; Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations; Excellent oral and written communication skills; Fluency in English ,Ndebele and Shona; Zimbabwean candidates are strongly encouraged to apply.
