Child Rights and Protection Coordinator: Plan International

Key job responsibilities
Reporting to the Program Area Manager, the Child Rights and Protection Coordinator is responsible for providing technical guidance in the development and promotion of child rights programming. The post holder will support staff in planning, implementing, monitoring and evaluation of Child Rights programs and integration the Child Protection Policy with sponsorship processes within the Program Area. S/he will promote and scale up child rights activities in the program area, at district and provincial level. In addition s/he will be responsible for gender equality mainstreaming, coordination and networking with various stakeholders. S/he is a source of expertise and will provide leadership and advice on Child Protection in the program area.
Entry qualifications and experience
A degree in Social Sciences or equivalent qualification from a recognized institute; A minimum of 3 years relevant work experience at a similar level in child rights programming; Understanding of integrated development issues and critical analysis of poverty; Ability and willingness to ride a motor bike; Excellent networking and partnership building skills; Team building, analytical and problem solving skills; Good communication & facilitation skills; Proficiency in computer skills

Overview
The Ministry of Health and Child Care (MoHCC) is revamping its Information and Communication Technology (ICT) systems with a view to leverage modern ICT systems for improved delivery of health services. Among other ICT systems, MoHCC is currently planning the implementation of state-of-the-art integrated and interoperable electronic health (eHealth) systems to enhance delivery of health services to the nation. The Ministry therefore intends to hire a highly qualified and motivated individual with relevant skills and experience to develop policies, strategies, and plans and to direct the implementation of all ICT functions for MoHCC.
The Deputy Director ICT will direct and manage all functions of the ICT Unit, be responsible for the management and supervision of departmental staff members, and oversee and align functions of all ICT staff in all MoHCC divisions, departments, and units.
The Deputy Director ICT will provide leadership to the MoHCC ICT team and coordinate and implement a wide range of ICT solutions for all of MoHCC’s divisions, departments, and units. He or she will work primarily to formulate policies and guidelines and plan, design, develop, and maintain networking, hardware, and software resources to support implementation of health information management systems in clinical and public health settings and other ICT systems that support MoHCC functions.
Duties/Responsibilities
Develop and implement ICT policies, strategies, and plans in line with MoHCC’s policies, strategic goals, and plans; Represent MoHCC on e-governance issues relating to the health sector; In conjunction with the National Health Information and Surveillance Unit, develop, implement and periodically review eHealth policies, strategies, and plans in line with MoHCC’s policies, strategic goals, and plans; Design, develop, implement, and periodically reviews the relevance and adequacy of policies and procedures for efficient acquisition, utilization, management, and maintenance of ICT resources including computer hardware, network and communication equipment, software, and information; Assess and periodically review MoHCC information needs and advise, recommend, and develop solutions to improve MoHCC operations; Provide professional and technical leadership in managing and developing MoHCC’s ICT Unit. Advise and assist in recruiting, setting appropriate qualifications for, and training ICT staff in MoHCC; Design, develop, and implement policies and procedures for maintaining the security, privacy, and integrity of all information resources maintained on MoHCC’s information systems, communication lines, and equipment including certifying all backup and disaster recovery procedures and plans; Plan and develop efficient ICT support systems, identify user training requirements and create user training plans, and maintain good communication with all stakeholders.
Required Qualifications
Relevant degree in computer science in information systems, or any appropriate discipline; At least 5 years’ experience in system analysis, system design and systems development, in relevant environment; At least 5 years’ experience as a manager in a relevant ICT field; Ability to model and represent systems effectively and creatively to address the needs of a public health system in limited-resource settings; Sound knowledge of all aspects of ICT systems design, development, and implementation including hardware, software, networking, and information security; Knowledge and experience in use of open-source software; Knowledge and experience in using development frameworks such as spring mvc, hibernate, struts, and jquery; Knowledge and experience in designing and developing ICT policies, strategies, guidelines, and plans; Strong leadership skills and etiquette (with an emphasis on timeliness); Comfortable working within government structures and interacting with stakeholders such as funders, implementing agencies, suppliers of ICT services, health workers, and the general public; Fluent in English (excellent oral and written skills), strong communication skills, with experience in communicating with policymakers, technocrats, and users; Willingness to travel frequently and at short notice, and ability to conduct trainings and deliver presentations on complex information to sizable groups.
Preferred Attributes:
Certifications such as CCNA, Microsoft, and Linux; In-depth knowledge of Cisco firewalls, routers, and switches and experience in designing, modifying, or customizing and implementing networking, hardware, and software systems; Ability to think strategically, handle ambiguity, and problem solving in a fast-paced, limited-structure environment; Understanding of Zimbabwe’s health information systems; Ability to explain in layman’s terms the use of computer-related technologies; Team building and mentoring.

Save the Children is recruiting for an experienced Deputy Chief of Party (DCOP) for a USAID/PEPFAR project providing support to orphans and vulnerable children (OVC) and their caregivers in select districts in Zimbabwe. We want CSO observers to identify whether or not the whole electoral process conforms to accepted standards of democratic participation. CSO observers should identify flaws and challenges and make recommendations on how the whole electoral process can be improved.

Zimbabwe Coordinator: All We Can

One year consultancy contract
All We Can, a UK-based non-profit organisation, is seeking the services of a motivated and experienced individual consultant to provide in-country coordination, capacity development and programme support to All We Can’s five local partner organisations in Zimbabwe.
The consultancy is for a one-year contract from September 2017 to August 2018 with the possibility of extension based on performance and availability of the consultant. The number of days required will be a maximum of 180, with the average number of days worked per month being 15.
Qualifications and experience
A Bachelor’s degree in Social Sciences, Development Studies or related discipline; A Master’s degree will be an added advantage; At least 5 years’ proven experience in community development and/or humanitarian work; Knowledge and experience of project/programme management, administration, financial management, and Monitoring and Evaluation in an NGO setting, including for donor-funded projects; Experience in facilitating strategic and operational planning with small to medium sized NGOs; Experience in providing capacity development and technical support for small to medium sized NGOs; Working knowledge of the socio-political environment in Zimbabwe.
Competencies
Excellent written and verbal communication skills including report writing; Strong interpersonal, coordination and networking skills; Proven ability to work independently and meet deadlines; Fluency in English and local language(s).
Logistical Requirements
It is a logistical requirement that the consultant is based in Zimbabwe and is able to travel throughout Zimbabwe with a particular focus on rural districts in Masvingo, Midlands and Matabeleland North Provinces. A valid class 4 licence is essential; Access to your own vehicle will be an added advantage.
