Purpose of The Job
The Monitoring and Evaluation officer is responsible for monitoring and following up project activities among participating organisations.
Overall Responsibilities
In liaison with Funding Partner develop data collection tools for project activities; Undertake the monitoring and evaluation activities in support of other team members; Ensure maintenance of accurate records by the organisation and participating organisations; Monitors the implementation of planned activities; Collects, reviews, analyses and interpret data for planning purposes; Formulates, reviews and maintains a sound and effective reporting system; Provides technical support for monitoring and evaluation of the project; Contribute to the organisational learning by preparing and disseminating data on lessons; learned, good practices and statistical evidence of the program achievements; Participate in activities to disseminate programme evaluation findings; Prepares and compiles progress reports monthly and quarterly for project activities.
Minimum Qualifications and Experience
First degree in development studies, social sciences, or a relevant field; Diploma in M&E, experience in home based care or palliative care an added advantage; A minimum of five years' experience in community work, two of which should be in monitoring and evaluation and/or operational research; Working experience in designing and implementing evaluation strategies; Excellent documentation and data analysis skills of both quantitative and qualitative nature; Highly computer literate in Excel spreadsheet, PowerPoint, SPSS, EPI Info or any other statistical tools; Highly innovative and a self-starter; Fluent in national languages Ndebele, Shona and English; A clean class four driver's licence

Qualifications, experience and other specifications
Degree in Social work, Development Studies, Sociology, Health Sciences from a recognized institution; An advanced degree or post graduate qualification is an added advantage; At least 4 years’ experience in project planning and management, monitoring and evaluating HIV and community development work; Demonstrated appreciation of financial and administrative requirements in an NGO environment; Demonstrated commitment to working with PLHIV (including key population, women, children and youths); Possession of both class 3 riders’ and class 4 driver’s licenses with at least 3 years’ experience and a defensive driving certificate; Ability to work with minimum supervision; Ability to communicate at all levels.

The Support Officer will
Provide necessary assistance to the Programme Officer in dissemination of the national BC strategy in the District through dissemination meetings involving all relevant stakeholders and leaders; Advocate with traditional, religious, administrative and other leaders in the district on issues of behaviour change promotion; Provide technical and administrative support to the setting up of a district behavioral change forum; Co-facilitate, in close collaboration with the District BC officer the development of a district behavioral change action plan in all wards; Participate in monthly advocacy and support visits to all wards in the districts; Oversee and support the volunteers’ behaviour change promotion activities; Co-facilitate in the district level trainings of traditional and religious leaders as well as different types of volunteers; Co-ordinate the District Officer’s meetings and workshops; Make payments for specific programme costs under the guidance of the Finance Officer; Assist the BC Programme officer to maintain financial and programme records as per NAC-UNFPA financial, accounting and programme rules, regulations and policies and ensure compliance; Assist in the compilation of district quarterly narrative and financial progress reports.

Position summary

Duties and responsibilities

Job purpose
The job is in support of ZAN’s strategic focus which ensures increased access to integrated HIV/Sexual and Reproductive Health (and Rights SRHR) services among key populations (KPs) through increasing Civil Society (CS) engagement with policy processes, notably the national budget and external support (donor funding). The initiative entails (1) facilitating processes for CS in partnership with KPs engagement with policy makers and (2) strong component on behavior change interventions - challenging the social and cultural norms which perpetuate discrimination and stigmatization of KPs. The synergistic cumulative positive impact of the initiative will be felt by over 15000 MPIs and 15000 SWs together with their dependents. Through the initiative ZAN will collaborate closely with the private sector, policy makers, legislators, media, donors and CS.
Basic function
Mobilizing and organizing CS high level and high impact policy advocacy to influence policy processes which will result in increased access to integrated HIV/SRHR services among key populations (sex workers and prisoners).
Major activities of the job
To work closely with CS and partners to provide appropriate guidance and managerial support to implement the project in line with the project objectives and ZAN advocacy objectives; To facilitate all project activities especially those related to policy influence and advocacy, including engaging with Parliamentarians; To prepare mid-term and final reports for the project at the same time ensure narrative reporting and financial accounting meet ZAN and donor’s requirements; Education experience and key competencies

I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). These highly qualified and experienced individuals will work with health facilities staff, Community based organisations (CBOS) and communities to effectively establish linkages between the health facilities and the community.
Responsibilities
Working in liaison with DHE, MoHCC site level staff and Community Linkages Coordinator to support community linkages activities in resident districts to create demand for health services in the community; Actively coordinating activities between the health facilities and the community to ensure that services provided are adequate and can meet the demand created; Providing direct service delivery (DSD) throughout the HIV and TB cascades of care; Coordinating demand creation activities targeting HIV testing in men and any other high risk groups; Working closely with community health department to establish community based structures that will create demand for HIV and AIDS care, treatment, Nutrition, MNCH, PMTCT and TB services; Participating in identification, training and support supervision of the Village Health Workers (VHWs); Coordinating and supporting OI/ART Nurses, HIV Testers, Community Linkages Facilitators (CLFs) and health facility staff to efficiently and effectively execute their roles and responsibilities in the community; Working closely with health facilities in promoting and implementing of differentiated ART delivery models such as CARGs, Adherence Clubs, Family ART Refill Groups and Fast track; Strengthening linkage between community and health facilities in the districts, together with intra-facility linkages i.e. between health departments such as HIV, ART, PMTCT, MNCH, STI and TB clinics; Developing and timely submitting work plans and budgets for all assigned community linkages activities monthly, quarterly and annually at provincial level; Ensuring the timely writing and submission of quality and accurate community linkages reports (quarterly, bi-weekly) and at all other requested times at provincial level; Ensuring the dissemination and integration of lessons learnt about how to engage communities to health facilities to improve the quality of services, retention in care and adherence to treatment; Working closely with other I-TECH staff to document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports; Ensuring that data collected is accurate and valid and captures community linkages indicators; Perform any other duties assigned by the supervisor
Qualifications, skills and experience
Nursing qualification with 3-5 years’ hands- on experience in implementation of community based services including HIV and TB activities either at a district, provincial or central hospital level within MoHCC structures or other implementing partners; Valid registration with the Nurses council of Zimbabwe; NGO/CBO working experience will be an added advantage; Relevant training in clinical management of HIV and TB e.g. HIV Integrated Training, Counselling, Rapid HIV Testing; Post basic training in community nursing or public health is an added advantage; Knowledge and experience in training and conducting meetings; Ability and willingness to travel extensively within and outside the resident district; Fluency in English and in one or more of the local languages spoken; Demonstrated skills in data analysis and M&E.

Providing comprehensive site support, continuous quality improvement and on-the-job-training on clinical management of HIV infection, associated opportunistic infections including TB and other comorbidities at selected sites in the respective districts; Providing day-to-day support to the district with focus on planning, implementation and monitoring of tasks to meet the expected targets and outputs; Coordinating and supporting OI/ART Nurses, HIV Testers, Community Linkages Facilitators (CLFs) and health facility staff to efficiently and effectively execute their roles and responsibilities in the community and providing backstopping support according to gaps identified; Working in liaison with DHE, facility level staff and community to support community linkages activities in resident districts to create demand for health services in the community; Actively coordinating activities between the health facilities and the community to ensure that services provided are adequate and can meet the demand created; Working closely with community health department to establish community based structures that will create demand for HIV and AIDS care, treatment, Nutrition, MNCH, PMTCT and TB services; Working closely with health facilities in promoting and implementation of differentiated ART delivery models such as CARGs, Adherence Clubs, Family ART Refill Groups and Fast track; Strengthening linkage between community and health facilities in the districts, together with intra-facility linkages i.e. between health departments such as HIV, ART, PMTCT, MNCH,STI and TB clinics; Identifiying of transport and other logistical challenges affecting smooth running of activities and recommending/taking corrective measures; Tracking and reporting on progress, outputs and outcomes of HIV activities in the district towards the 90-90-90 treatment targets; Working closely with other I-TECH staff to document best practices and lessons learnt in form of case studies, success stories, abstracts or video clips; Perform any other duties as assigned by the Supervisor
Qualifications, skills and experience
Nursing qualification with 3-5 years’ hands- on experience in implementation of community based services including HIV and TB activities either at a district, provincial or central hospital level within MoHCC structures or other implementing partners; Valid registration with the Nurses council of Zimbabwe; NGO/CBO working experience will be an added advantage; Relevant training in clinical management of HIV and TB e.g. HIV Integrated Training, Counselling, Rapid HIV Testing; Post basic training in community nursing or public health is an added advantage; Ability and willingness to travel extensively within and outside resident district; Fluency in English and in one or more of the local languages; Demonstrated skills in data analysis and M&E
