District Program Officer: Zimbabwe AIDS Preventing Project Trust (ZAPP Trust)

Location: Chitungwiza
The District Program Officer will be responsible for supporting the
planning, implementation and monitoring of ZAPPT program activities in
Chitungwiza district and to fill in where existing field staff
including the Program Manager are on leave. The District Program
Officer will support the management of a district team (consisting of
a Strategic Information Evaluation Officer, Human Resource for Health,
Clinic Referral Facilitators and Driver), in all technical aspects of
the program, operational support and coordination/networking, in line
with organizational and national guidelines and targets.
The Program Officer reports to the Program Manager at the ZAPPT Head Office.
Main responsibilities
Provide leadership and supervision to ZAPPT district team to ensure
quality of program implementation; Support the implementation of
annual and quarterly work-plan and budget for the districts, in line
with national program targets; Document key program achievements and
challenges through production of routine program reports and
information that feeds into programs and policy development;
Production of quarterly reports submitted to the Program Manager;
Submit written requests for resources according to procedures advised
by finance department to support program implementation; Ensure
expenditure at district level is carried out in line with
organizational finance and operational policy documents and
guidelines; Organize and support HIV Care and Treatment related
trainings for health care workers in conjunction with district/local
health authorities; Provide technical assistance to health care
facilities to implement clinic activities to increase uptake of PMTCT
and HIV Care and Treatment services; Conduct on-site support and
supervision to clinics with DHE to ensure quality implementation of
policy, and guidelines; Participate in update and review meetings with
DHE members to support and monitor the progress of the national
program; Coordinate with SIE Officer to ensure that all program data
is routinely and timely entered into the relevant databases to monitor
program implementation progress; Work with SIE Officer to ensure key
program performance successes and challenges are shared with sites
through quarterly data analysis and summary reports with DHEs and
Health Care workers at all sites; Monitor and report progress for
locum nurses on all acceleration site municipal clinics; Monitor data
collection at site level to ensure data quality in terms of accuracy
and completeness.
Requirements
State Registered Nurse preferably with midwifery qualification or any
post basic qualification At least 5 years nursing experience with
particular reference to PMTCT and HIV Care and Treatment; A
certificate in Advanced HIV and AIDS Management and Rapid HIV test
Training; Experience working in Ministry of Health and Child Care
health delivery system; Experience in working in an NGO environment
will be an added advantage

Eight (8) OI/ART Nurses: Zimbabwe AIDS Preventing Project Trust (ZAPP Trust)

Location: Gweru District
The main responsibilities for the OI/ART nurse are to provide HTS (HIV
Testing and Counselling) services and initiate HIV positive clients on
Anti-Retroviral Treatment (ART). The OI/ART Nurse will provide quality
care, treatment, monitoring and extended adherence counselling to
clients as per protocol.
Key duties
Conduct Provider Initiated Testing and Counselling as per national
guidelines; Work with Clinic Referral Facilitators and community
partner to mobilize clients within facility and community for HIV
testing and counselling; Provide pre and post HIV confidential
counselling and testing; Perform rapid HIV testing on all clients
(adults, adolescents and children) that have consented to
testing/re-testing, and interpret the results to the clients; Perform
DBS on infants and counsel care-givers; Counsel HIV-positive clients
and link them to ART initiation; Counsel HIV-negative clients and link
them to prevention counselling and support; Screen all HIV positive
clients for TB and STIs and make appropriate referrals; Provide
quality care for HIV-positive clients on Anti-retroviral (ARV)
Treatment; Facilitate linkage between HIV testing, diagnosis, care,
support and treatment; Provide adherence counselling and initiate
clients on ARV treatment; Link and refer clients to facility and
community based Psychosocial Support Services; Provide routine
follow-up and monitoring of clients (including scheduling and
interpreting Viral Load and CD4 tests) and provide adherence support
to clients; Support identification of clients who are defaulting for
tracking and tracing; Documentation of clients in the relevant
monitoring and evaluation tools (registers); Record and maintain
filing system for all client records as per MOHCC procedures; Prepare
weekly report on services rendered for submission to supervisor.
Qualifications, skills and knowledge
A Registered General Nurse with at least 5 years working experience;
Registration with Zimbabwe Nursing Council; Knowledge of guidelines
for Antiretroviral Therapy for prevention and treatment for HIV in
Zimbabwe; Experience in HIV counselling and testing for adults,
adolescents and children; A certificate in Advanced HIV care and
treatment or HIV Integrated training an added advantage; Familiar with
M&E tools for OI/ART management

Assists the Project Officer in creating activity plans and concept
note generation; Ensures the day to day implementation of project
activities; Responsible for ensuring adequate technical support for
trained community groups within the project; Generate activity reports
using reporting templates as per activity schedules; Generates and
maintains with the supervision of the Project Officer a data base on
project beneficiaries and activities; Undertakes any other duties as

management.

networking with all project stakeholders; Responsible for ensuring

project; Generates and maintains with the supervision of the District
Project Officer a data base on project beneficiaries and activities;
Compiles periodic project reports for submission to the District

University degree in Social Sciences or Development sector relevant to
the following areas: Public Health, Community Development, HIV and
AIDS and its effects on children, demonstrated ability to work with
children with disabilities, and demonstrate ability to coordinate with
Ministry of Health and Child Care (Rehabilitation department),
Department of Social Services and other members of the Rural District
Development Committee.  Candidate must also have excellent
communication skills, both written and verbal (Tonga and English), as
well as an ability to meet deadlines and work independently.  Strong
writing skills are particularly important for these positions.
Candidates must be able to function in a fast-paced environment and
excel in managing multiple competing priorities in day-to-day tasks.
Must have at least 3 years’ working experience, with two years of
