Procurement Officer: UZCHS-CTU/I-TECH

Background
University of Zimbabwe College of Health Sciences – Clinical Trials Unit (UZCHS-CTU) on behalf of I-TECH (International Training and Education Center for Health) is seeking a highly experienced Procurement Officer who will be responsible for managing all UZCHS-CTU/I-TECH procurement, ensuring orders for goods and services are processed promptly and good value is obtained through the relevant procurement processes. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The Procurement Officer will be based in Harare.
Responsibilities
Performing the procurement function in adherence to UZCHS-CTU/I-TECH procurement policies and procedures; Taking necessary action to ensure that all ordered goods and services are delivered as agreed on the purchase order and delivered to sites/districts on time; Conducting monthly review of supplier performance and ensuring that the UZCHS-CTU/I-TECH Approved Supplier List is accurately maintained and updated regularly to reflect changes in programming needs; Obtaining at least 3 quotations from vendors / suppliers, evaluate them by completing a Comparative Bid Analysis form and then processing the orders; Following up and expediting on orders placed to ensure that delivery schedules are in line with programme requirements; Ensuring all Procurement documents are complete, correct and have the relevant signatures before they are submitted to the finance department for payment;.
Qualifications, Skills and Experience
Degree in Purchasing and Supply Management, Business Administration or equivalent; Knowledge of ASYCUDA a must; Knowledge of Shipping and Forwarding/Customs Legislation and Procedures; At least 3 - 5 years practical work experience in purchasing, supply and clearing environment; Meticulous record keeping and organizational skills and ability to think creatively and strategically; Working knowledge of SAGE Package, spreadsheets and Microsoft Word; Clean class four (4) driver’s license is a distinct advantage; Excellent interpersonal and communication skills (verbal & written); Excellent interpersonal and communications skills; Excellent organizational, planning and analytical skills.

University of Zimbabwe College of Health Sciences – Clinical Trials Unit (UZCHS-CTU) on behalf of I-TECH (International Training and Education Center for Health) is seeking a highly experienced HR professional with demonstrated systems thinking, experience in working with people and teams, and excellent written and oral communication skills to fill the position of Human Resources Manager based at its Head Office in Harare. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The Human Resources Manager will function as an interface with programs, and will work with supervisors, teams and management to troubleshoot issues related to rapid scale up, a large field deployment and specific cycle needs.
Responsibilities
Identifying any gaps related to HR policies and procedures; Developing HR policies for managing DSD staff working in the provinces; Providing active problem solving and coaching for program, M&E and field-based teams to increase accountability, improve performance, and increase employee job satisfaction; Coaching managers and staff on the handling of a wide range of performance, communication and organizational issues with the aim of facilitating early resolution of problems that arise; Building and implementing a stronger supervisory systems and training; Researching and recommending employee recognition activities; Assessing the needs, coordinating and hosting in-house training activities as directed by I-TECH management; Researching and recommending salary structure and benefits for employees to I-TECH and UZCH; Qualifications, Skills and Experience
Degree in Psychology, Human Resources Management, Business Administration or equivalent; Master’s degree in Human Resources Management is an added advantage; Five (5) years HR related working experience; Demonstrated experience managing close-out processes for grant-funded programs; Prior experience working with development organizations or NGOs; Working knowledge of current Zimbabwe labour laws; Excellent interpersonal and communications skills; Demonstrated ability to work as part of a team and interact with all levels of staff and management; Excellent organizational, planning and analytical skills; Detail-oriented and sensitive to confidential information; Excellent Computer skills and applications including MS Office, PowerPoint and Excel.

Executive Director – Non – Profit – Regional Wildlife Conservation – in Tourism and Management Sector
The role is based in Kasane, Botswana where four countries meet and reports to the Secretariat – Country and Committee members
You lead the team which includes Programme Manager, Finance and Administration Manager and Communications and Marketing Officer with other personnel.
The Secretariat is the designate entity established by partner countries to manage the day-to-day operations of the organisation and its mandate. Its overall mandate is to develop the frontier into a world class conservation area and premier tourism destination. This mandate is executed under the guidance of the partner countries with support from development partners and a consortium of stakeholders.
THE POSITION
This is a performance based leadership position and is responsible for the strategic management, formulating and implementing strategy, policy and managing the day-to-day operations (financial, human resources and administrative matters) in a manner that will assist the partner countries to achieve objectives. The incumbent is also responsible for ensuring that the operation develops into a financially viable entity. The position works closely with government agencies of the partner countries, regional and international institutions inter alia inter-government institutions, NGOs, multilateral and bilateral agencies, communities and the private sector to develop, coordinate and implement sustainable conservation and tourism strategies within the context of sustainable regional development focusing on poverty alleviation and alternative livelihoods for local communities.
KEY RESULT AREAS
Supported by various experts the Executive Director is responsible for providing strategic and institutional leadership across the spectrum of operations including inter alia biodiversity conservation, tourism business and regional development, stakeholder networking and partnerships and, organizational and financial management.
SPECIFIC TASKS
1) Coordination and Policy Implementation
a) Coordinate activities and programmes associated with the development and management of the organisation
b) Coordinate the activities and programmes of the governing structures and serve as the Secretariat for the structures and ensure appropriate action is taken on resolutions and directives emanating from these structures.
c) Promote collaboration and cooperation between partner countries and ensure that their interests, aims and expectations are embraced in the decision-making processes.
d) Formulate protocols aimed at harmonizing natural resources and tourism management strategies and practices of the partner countries.
2) Programme Development and Implementation
a) Develop and implement strategies that will ensure the long-term sustainability and enable communities realize pragmatic returns from the organisation.
b) Coordinate preparation of annual work plans and budget.

QUALIFICATIONS
1) Education
a) An MBA or Masters in environmental economics.
b) Postgraduate university degree in environmental science, natural resources management or any related science discipline will be an added advantage.
2) Work Experience
a) 15 years working experience, preferably 7 years at a senior management position in reputable national or international organizations. Experience in the Natural Resources sector in Africa will be an added advantage.
3) Languages
a) English and Portuguese are the working languages.
b) Fluency in oral and written English is a must whilst knowledge of Portuguese is an added advantage.
4) Other Skills
a) Demonstrated skills in change management and innovation towards a business culture, is a pre-requisite.
b) Ability to work in a complex environment and ability to travel within region and globally.
