An organisation working in the area of democracy and governance seeks to recruit a Monitoring, Evaluation, Accountability and Learning Officer.
Job purpose
The MEAL Officer will be providing support in monitoring and evaluating of sub-grantee organisations implementing interventions across the country’s 10 provinces. The incumbent will be responsible for overall M&E and learning needs of the project including coordination of sub-grantee real data transmission and quality control. The incumbent will also be involved in report compilation for institutional donors at agreed timelines.
Main duties and responsibilities
To facilitate regular data collection through implementing partners and ensure quality of the data by random verifications and validations; To record, manage and preserve monitoring and evaluation data in a safe and accessible way; To analyse and discuss findings based on regular monitoring data; Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners; Ensure that implementation of field activities adheres to the organisation’s monitoring and evaluation system; Support partners in reporting and collecting feedback from communities; Participate actively in planning quarterly review meetings, providing feedback and report writing; Support the programme implementation team in dealing with any other tasks as may be required
Person specification
Masters’ degree in any social science discipline related to Governance and Elections; A post-graduate qualification in Monitoring and Evaluation
Experience
Minimum 3 years’ experience in monitoring and evaluation within a non-governmental organisation; Experience of field data collection, partner capacity building and report writing; Experience of organising lesson-learning sessions and programme reviews
Other attributes
Time management and ability to prioritise multiple tasks; Self-motivated person able to work without close supervision; Able to work effectively in a diverse team environment; Travelling to far remote areas independently for M&E; Willing to work additional hours at crucial times

Job purpose
Assessing prospective implementing partners to ensure they have adequate systems, policies and procedures in place for them to be able to efficiently administer donor funds; Suggest measures to mitigate risk to the organisation where implementing partners lack capacity; Taking the lead in the interpretation of funding regulation to ensure that all donor requirements are met; Ensuring all documentation and audit trails relating to contracting matters with implementing partners and funders is complete and compliant; Tracking implementing partners’ expenditure to ensure they do not go over their obligations and alert finance when incremental obligations are required; Providing senior management with data in relation to sub-awards for decision making; Undertake compliance visits to ensure that activities being carried out are in line with the approved contract; Managing the closeout process; Ensuring that all documents pertaining to all projects are audit ready.

Degree in Project Management; A degree in Accounting will be an added advantage

Two (2) Project Officers: ActionAid

This position shall function collaboratively as member of the AAZ programs team and ensure that the project activities and interventions are effectively and efficiently planned, implemented and monitored in line with set project goals and objectives. Position holder will be required to provide strong technical support and leadership in coordination and reporting of crop, livestock, climate resilience and sustainable agriculture (CRSA) based programming in the field.
Key performance areas
Enhancing quality and quantity of crop and livestock productions; Contribute to capacity building and provision of technical support to community based groups; Participate in organisational reporting and information management including compiling relevant reports in line with agreed deadlines and reporting structure; Contribute to strengthened early warning and risk reduction management system in communities; Provide support to project planning, implementation and evaluation through ensuring quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines; Ensure gender mainstreaming, protection, and DRR in project and program activities
Education/qualifications, experience
The candidate should have at least two years’ experience in relevant program management field, including support to sustainable livelihoods, disaster response and preparedness, climate change and adaptation and working with different key stakeholders at local and community level and should be a holder of a first degree in Agriculture, Agro-economics, Disaster management, Crop science or Livestock.
Other competencies
Proven ability to undertake community development work and training; Ability to develop innovative solutions to address challenges and complex situations; Proficient level in relevant computer programmes, including Windows Excel and quantitative analysis software; Ability to write concise, analytical and accurate reports to agreed deadlines; Knowledge and understanding of monitoring and evaluation processes and the ability to collate and analyze data; Effective communication skills in English and Shona
