Geo-information System (GIS) server and GEO-Data Base Installation - Integrated Learning, Skills and Entrepreneurship Advancement Initiative (ILESEA) in Binga district: Ntengwe for Community Development

Background
Ntengwe for Community Development, Silveira House, Open Schools World Wide, the Sports and Recreation Commission and Christian Aid-Zimbabwe are implementing a Comic Relief funded Integrated Learning, Skills and Entrepreneurship Advancement Initiative in Binga district. The Initiative is a three and half year project implemented from 2015-2018.
The key outcomes of the initiative are: Improved attendance, retention and learning outcomes among 1200 disadvantaged girls and boys in formal education, Improved enrolment, attendance and attainment (in basic literacy and numeracy) for 600 out of school girls and boys; Increased protection from violence, exploitation and abuse for 9500 girls, boys and disabled children; Enhanced Technical and Vocational skills and entrepreneurial development for 300 young women and men; Strengthened community awareness and capacity to engage, demand accountability and influence policy decisions from duty bearers.
Purpose of the Consultancy
The purpose of this consultancy is to provide a digital geo-database and a geo-aggregate server and skills needed to improve the efficiency of the Integrated Learning, Skills and Entrepreneurship Advancement Initiative (ILESEA) programme implemented by Ntengwe for Community Development in offering improved services through the integration of Geo-information System (GIS).
Approach
This task is considered highly urgent and top priority. The consultant will use acceptable methodology and submit to Ntengwe a bid that will detail the best approach to accomplish the task to the maximum standards of quality within the shortest possible time.
Scope of the assignment
The consultant will be required to: Set up GIS aggregate server and a PostgreSQL geo-database at Ntengwe offices in Binga district; Installation of GIS tools; Aggregating provided data to database; Remote sharing of the geo-data to all the computers connected to the ILESEA network, considering pg user rights; Map layouts; Provide in-house training to key members of staff on the installed system and how its operated
Outputs
The consultant is expected to deliver the following outputs: A GIS table in the Ntengwe geo-database that depicts the details and distribution of their clients and this would be linked with any other data collected in the field or exported from any other database systems; A list of support or backstopping services that Ntengwe staff can access when they require help; A tailor made in-house training for members of staff on how to operate the system
Required skills, competencies and experience
The consultant should have the following skills, competencies and experience: At least a minimum of a Certificate/Diploma, a degree in Geographic Information Systems (GIS) added advantage, Proven track record in database design and installation and Good data base management. Candidates with a proven track of installing databases for Monitoring, Evaluation and Learning are highly preferable.
Contract duration
The assignment should be completed by 23 June 2018.

Key Areas of Accountability

Qualifications & Experience
A minimum of a first degree in Statistics, Applied Mathematics, Social Sciences, Project Planning, Computer Studies or related field with significant statistical analysis content; Minimum 6 years practical experience in MEAL system coordination/implementation in a large international non-governmental organisation or other international relief/development body; Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate complex information to a range of stakeholder audiences; Well-developed research, analytical (qualitative and quantitative), documentation, report-writing skills, with particular competency in participatory data collection methods; Computer literacy, particularly in Word, Excel, and PowerPoint; Excellent planning and coordination skills with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location and values driven teams; Willingness to work and travel to field sites.

Background Information
Pow Wow is a sex worker led organization based in Bulawayo that seeks to advance the sexual and legal rights of sex workers. We envision a Bulawayo society that respects and advances rights of sex workers, challenging stigma, discrimination and violence. Our main mission is to advocate for universal access to health care and health rights for sex workers. Pow Wow through its various programs aims to promote and contribute towards the fulfillment and enjoyment of human and sexual rights of marginalized groups specifically sex workers (SW).
Program Focus Areas
Pow Wow mainly focuses on addressing challenges related to access to HIV and sexual reproductive health care information and services by sex workers, including the overall violation of human and sexual rights. We also do work on advocacy, drug substance abuse, and information dissemination campaigns.
Key Strategies
Pow Wow seeks to contribute to meaningful shifts in the discourse and practice of human rights programming. The key strategies the organization employs to deliver its core work include: Convening and opening up safe spaces for engagement; Strategic collaboration and partnership at local, national and regional levels; Direct and supported organizing and mobilization for service provision related to HIV, Sexual reproductive health and legal information and services; Targeted and evidence-based advocacy
Justification of the Strategic Plan
The Strategic Plan will be developed as part of good development practice and also as part of the integral organizational processes. The Plan will be partly informed by the organizational strategic plan and also by lessons learnt in the past year of programming (2017). The Strategic Plan the implementation of organizational programme activities, The Strategic Plan will facilitate effective tracking of progress and performance against planned work and enhance the organization.
Purpose of the Strategic Plan
Pow Wow members propose to convene a three-day planning meeting to collectively review the past year and forecast on the next three years in a bid to develop the organizational direction improving on the previous year programing. The purpose of the planning initiative is to allow for team work, ownership and buy in of organizational programs and facilitate cross learning amongst the members. As the Coordinator outlines annual work plans (key activities) and outcomes, this will enhance understanding of each core programme. Through the planning Pow Wow will be able to determine funded aspirations and the funding gap for some of the critical planned work. Hence, the Strategic Plan may also serve as a pitch document during organizational fundraising or resource mobilization initiatives.
Specific Objectives for the Strategic Planning
More specifically, the process will: Facilitate the convening of a safe open space for staff to discuss organizational activities; Provide a platform to review and reflect on progress and performance in the 2017 programming year; Identify potential areas of focus in future as well as identify gaps for improvement on new strategizing; Compile a draft Strategic Plan (and final copy to be produced two weeks after the initial planning process)
Proposed Methodology
Pow Wow envisages the entire Strategic Planning process to be highly consultative and participatory.
Duration
It is proposed that three full days for the planning process will be set aside outside the office to allow for effective engagement with limited disturbances.
Participants
Participants will include the Co-Ordinator, Pow Wow members, board members and the consultant. There will be a maximum of 12 participants.
Proposed Outputs
Pow Wow expects to have a consolidated fine product of a three year Strategic Plan for the year 2018 -2020.
Scope of the Assignment
Pow Wow is therefore seeking the services of a competent consultant to undertake the Strategic Planning assignment on behalf of Pow Wow.
Timeframe
The consultant will have to work within a limited timeframe given that we running behind with this task. We had initially intended to complete the task by end of the second quarter. It is expected that the assignment would be completed within 14 days from the award of the contract.
