Self Help Group Project – Harare
Objective: The project aims to develop, implement and evaluate a self-help-group (SHG) approach tailored to the specific needs of female sex workers in Harare, Zimbabwe as a means of building social cohesion, developing their financial literacy and strengthening their psychological resilience, with the ultimate aim of improving their engagement with HIV prevention and care services.

We are therefore looking to fill this position to start working on the above projects. The position will be on a one year contract with possibility of extension.

Data Officer
The Data Officer will work under the guidance of the Data Manager to gather data and information on the implementation of the National Sex Work Program and be able to demonstrate the results that the program. The incumbent will be responsible to provide operational and technical support to field staff to collect data, analyze the data and produce monthly and quarterly reports which will support and inform the program implementation as well as meet the reporting requirements of the. The incumbent will also provide data management and IT expertise to one or more projects and supervise data entry clerks.

Specific duties include

Regional Business Development Person: Action on Poverty (AoP)

Background

The Australian Foundation for the Peoples of Asia and Pacific (Ltd) now Action on Poverty (AoP) has been supporting work in Africa since 1999, We were asked by a local Zimbabwe organisation, Community Technology Development Organisation (CTDO) to trial an environmentally focused project based on a successful food security initiative that was working on in Sri Lanka. This work went to receive funding from the Australian Government and since that time AoP has increased the scale and scope of our Africa Program and have supported programs in South Africa, Zimbabwe, Zambia, Mozambique, Malawi, Kenya, Uganda, Tanzania and Ethiopia.

AoP works directly with local partners who are independent agencies in their own right, employing local professionals who have proven experience, skills and cultural understanding. They have excellent working relations with their respective local governments and implement programs that meet the needs and capacities of the communities in which they live and work. Based on over 15 years of experience, three of our Africa partners have been identified as AoP’s strategic partners based on the six criteria set out in AoP’s criteria for selection of strategic partners. Therefore, AoP will explore strengthening these relationships further.

AoP’s need to ongoing engagements in Africa offers strategic opportunities to strengthen our successful implementation model as well as the opportunity to strengthen relationships with our strategic partners and working through community groups to address key development issues the regions of Africa where we work. However, the changing aid environment and emerging development issues in Africa provide an opportunity for AoP to respond with other innovative solutions to addressing both the aid architecture as well development trends in the regions of Africa where AoP has programs.

By way of addressing the changing trends in both aid and development, AoP held some discussions with our strategic partners to try and identify some sustainable solutions to addressing this opportunity and challenge in order to be able to implement our strategy for Africa. A strategic priority that was identified was the need to use our comparative advantage, to strengthen our existing strategic development partnerships in order to deliver effective development solutions to targeted communities. Closely linked to this being realised, was the need to develop a sustainable business model for support to African projects that reflects a realistic view of the financial and human resource constraints within AoP as well as the rapidly changing aid architecture in Africa and Australia. Part of achieving this is developing a regional business plan that takes into account leveraging regional funding sources through co-implementation working closely with our partners and supporting them to prepare fundable project proposals.

The Regional food Security and livelihoods projects being implement in Ethiopia, Malawi, Mozambique and Zimbabwe provides an opportunity for AoP to establish a business regional coordinator position to support the sustainability of our programs and partnerships as well as to grow their scale and impact.

Primary Purpose and Scope of the role
The purpose of the Regional Business Development Officer (partnership and sustainability officer) (BDO/SPO) is to generate funding income from corporates, foundations, multilateral and other funding sources to facilitate the implementation of the Africa Strategy as outlined above with backstopping from CTDO management team and AoP’s Africa Program Manager. In this role BDO/SPO will spearhead the AoP and Strategic partners’ fundraising, build financial resources, develop and manage a grants database, develop bankable proposals and identify proposals from various media and align them to specific partnership themes such as food security, water, sanitation and hygiene (WASH), maternal and new born health (MCH) and research. The position will be based in Harare’s CTDO office but will be required to travel within the region to liaise with AoP’s strategic partners on regional funding requirements and programs. This position is a one year funded position and is hoped that after the first year the role will be a self-sustaining role. Therefore the person wishing to apply for the role needs to be a go getter, self-starter with strong fundraising and proposal development skills.

Job Summary
The incumbent will be responsible for ensuring adequate monitoring of the project in line with donor requirements while adding value and improving programming through timely provision of quality monitoring and evaluation information.

Key duties and Responsibilities
Developing project Monitoring and Evaluation systems and processes and submits to the Project Manager; Providing leadership, guidance and mentoring support to program staff to develop strategic approaches to M&E in the project; Designing and developing all project M&E documents, frameworks, and logframes and providing leadership on project database development and management; Developing, adopting or adapting relevant data management guidelines for data quality assurance; Developing M & E system to track and analyse data and report on Food and Nutrition and Climate Change Resilience CO initiatives in various projects; Coordinating baseline, midterm, endline and special surveys in consultation with Team Leader and ensuring that data is collected regularly against indicators; Coordinating and analyzing output, outcome and impact data to a donor presentable standard ensuring strict adherence to donor standards and regulations; Analysing qualitative and quantitative data (e.g. success stories, most significant change, case studies, rolling profiles); Collaborating and coordinating with government departments, UN agencies, NGOs, and other organizations on monitoring and evaluation issues; Training staff and/ or arranging for training of staff

Qualifications, skills and experience:
Degree in Social Sciences/Development studies/Statistics/Mathematics or equivalent; Minimum of 5 years’ experience in monitoring and evaluation of large donor funded programs; Demonstrated ability and expertise to be collaborative across program components; Exceptional planning and organizing skills; Strong analytical skills
