Job purpose
To facilitate the provision of services to PLHIV in the
province of operation.
Key responsibilities
Facilitate formation of new support groups of PLHIV and
capacity strengthening of existing ones; Conduct field visits/support group
visits; Maintain notes, minutes, etc with respect to field or support group
visits; Work directly with the support groups; Update the organizational
programme team, stakeholders, funders and beneficiaries on project stages;
Network the organizational members with other stakeholders; Represent ZNNP+ at
stakeholders meetings and giving feedback to the provincial executive
committee; Arrange and facilitate for district coordination meetings; Resource
mobilise for and coordinate events within the province and or for the benefit
of members; Supervise student interns and focal person on programme related issues;
Carry out office administrative duties when need arises; Any other duties
assigned by the immediate supervisor.
Qualifications, experience and other specifications
Degree, diploma or national certificate in Social work,
Development Studies, Sociology, Health Sciences from a recognized institution;
At least 4 years’ experience in project implementation and community
development work; Demonstrated appreciation of financial and administrative
requirements in an NGO environment; Demonstrated commitment to working with
PLHIV (including key populations, women, children and youths); Possession of
both class 3 riders’ and class 4 driver’s licenses with at least 3 years’
experience and a defensive driving certificate; Ability to work with minimum
supervision and available for assignment to any province; Ability to commutate
at all levels.

Job purpose
To facilitate and coordinate provision of services to PLHIV
in the province of operation.
Key responsibilities
Provide guidance and coordination of HIV/AIDS programming in
establishing, nurturing and capacity building of support structures for people
living with HIV in the province; Facilitate recruitment and retention of new
and existing membership (PLHIV and networks of PLHIV); Ensure implementation of
projects in compliance with donor guidelines and procedures; To ensure timely
submission of weekly work plans; To ensure timely consolidation and submission
of activity, monthly, quarterly and annual reports to the management; To
receive, control organisational funds and ensure that all expenditure is
incurred in a bona fide manner and is genuinely supported; To ensure timely and
accurate acquittals and reporting of all financial transactions; Capacity
community structures for identification of critical HIV/TB advocacy issue for
redress with relevant stakeholders; Represent ZNNP+ at provincial meetings, building
relations and networks with stakeholders to advance organizational objectives;
Facilitate the development of strategic and resource mobilisation plans for
support groups and networks of people living with HIV; Facilitate development
of comprehensive networking and collaboration mechanisms between the networks
of people living with HIV, their membership and key stakeholders involved in
the response to HIV; Participate in and contribute to organizational strategic
planning and reviews; Overall responsibility for the supervision and mentoring
of assigned officers; Any other duties assigned by the immediate supervisor.

Zimbabwe HIV & Disability Impact Mitigation Project:
Africaid in partnership with Christian Blind Mission (CBM)

Background
Children with HIV worldwide are increasingly accessing HIV
treatment, resulting in improved survival rates, but there is mounting concern
regarding HIV-related disabilities amongst children growing up with HIV. The
extent or nature of their disabilities is currently unrecognized, poorly
understood and inadequately addressed in international and national treatment,
care, policy, guidelines and programming. Africaid, through its Zvandiri
programme, provides community-based treatment support and psychosocial
rehabilitation for children with HIV to improve their health and psychosocial
well-being. However, there has been a critical lack of disability services and
this project seeks to integrate these into Africaid’s programme.
Africaid in partnership with Christian Blind Mission (CBM)
with funding from Big Lottery is implementing The ‘Zimbabwe HIV &
Disability Impact Mitigation’ project. It aims to improve the quality of life
of children with HIV-related disabilities living in Harare (Zimbabwe), through
increased understanding about HIV and disability and by strengthening their
access to appropriate quality health, rehabilitation and educational services.
The project has three main outcomes
Improved access to health & rehabilitation for HIV
positive children due to improved knowledge and skills of caregivers and health
professionals and networking between HIV and disability services, leading to
better physical & psycho-social well-being; Improved access and quality of
education for children living with HIV as a result of improved knowledge and
skills of educational and psychological professionals and caregivers about the
learning needs of HIV positive children; Increased awareness of the rights of
HIV positive children with disabilities in the target area, with resultant new
and strengthened policies and guidelines specific to HIV and disability in
children.
Beneficiaries
The project targets the needs of the most vulnerable and
marginalised: HIV positive children with disabilities by building on Africaid’s
existing Zvandiri programme in Harare, Zimbabwe. The main beneficiaries of this
project will be at least 1,000 children aged 6-16 (school age) who are HIV
positive and their families. The project will assist them to determine their
needs, goals and barriers which prevent them from achieving those goals. Young
people with HIV and disability will be at the forefront of the project,
themselves being trained and mentored as peer counsellors to support their
peers in the community. In addition to this direct implementation of services,
children themselves will also be involved in the planning, monitoring and
evaluation of the project through a Peer Advisory Committee set up for the
project. Similarly, the project will work hand-in-hand with Disabled People
Organisations (DPOs) and other parents’ support/self-help groups. The project
will result in evidence of how disability impacts upon the lives of these
families, and parents will be supported through training and awareness raising.
Parents will know of the services available for community based rehabilitation.
Partners: In addition to children and their families,
central partners in this project are the relevant government ministries
(Health, Education and Social Welfare). The programme also works with local
stakeholders (paediatric HIV practitioners, care and support staff, staff
working within the disability sector, teachers and other professionals
operating in School Psychological Services) in a way that they have increased
awareness about issues facing children with HIV related disabilities and their
families and, where needed, to facilitate increased knowledge and promote more
inclusive systems and services.
Objectives of the Mid Term Evaluation
The overall objective of the mid-term evaluation is to
evaluate the relevance, effectiveness, efficiency, impact & sustainability,
networks/ partnerships and lessons learnt of project outputs and outcomes for
the period September 2015- to February 2017. The evaluation should identify issues
affecting efficient or effective implementation and recommend courses of
action. The mid-term evaluation will pave way for improving project
delivery for the remaining project duration. The evaluation will be conducted
according to the following criteria:
Relevance
Assess the relevance of inputs applied by the project to
achieving the proposed outcome.
Determine the continued relevance and appropriateness of the
project to the target groups.
Assess the contribution of the project objectives towards
the Zimbabwe National AIDS Strategy, National Action Plan for OVC etc.
Effectiveness
Evaluate the project success so far in achieving the
objectives and outputs with reference to baseline information and identify the
major factors influencing progress; Determine whether project outputs are
contributing towards project outcomes; Evaluate the success of the project in
delivering the planned outputs in terms of quality, quantity, timeliness;
Assess the effectiveness of the negotiated fee structure; Identify constraints
that may have affected project implementation including external factors that
were unforeseen during project design; Assess whether the project is
demonstrating inclusion.
Efficiency
Determine whether the institutional structures are adequate
enough to support the coordination of activities in a timely and efficient
manner; Assess whether the project funds have been utilized to implement the
project in the most efficient way, compared to any available alternatives;
Assess efficiency and effectiveness of project management, supervision of
activities and the quality of implementation of the monitoring and evaluation
plan.
Sustainability and Impact
To what extent is the project so far having an impact on the
HIV response in Zimbabwe, in line ZNASP and NAP for OVC; Assess whether the
project will facilitate sustainability beyond the life span of the project. The
sustainability assessment should consider, financial sustainability,
socio-economic and political risks, stakeholder ownership and governance; Assess
the sustainability of project interventions.
Networks/ Partnerships
Evaluate the level of participation by stakeholders involved
in the implementation of project activities; Assess the communication and
information dissemination to all stakeholders.
Lessons Learned
Identify significant lessons learned which can be drawn from
project implementation; Identify areas of improvement for project
implementation.
Methodology
The mid- term evaluation will be conducted by an independent
consultant and findings of the evaluation will be based on: Meetings with Key
Stakeholders of the project; Meetings with project staff at Africaid, CBM and
Big Lottery; Consultations will be conducted at district level and community
level where the project is implemented; Interviews with beneficiaries of the
project; Desk review of project documents: monitoring reports, narrative and
financial reports, statistics, minutes, database and any other relevant
correspondence
Expected Outputs
The findings and recommendations of the evaluation will be
discussed with Africaid. The consultant should provide a detailed evaluation
report with the following format:
Executive summary
Introduction and background; Objectives and methodology;
Project performance, with findings structured according to the 6 criteria;
Conclusion and rating of project implementation success; Lessons learned;
Recommendations
Time Frame
The deadline for the submission of the proposal/evaluation
plan is 14th of April, 2017.
The contract for the evaluation will commence on the 24th of
April, 2017 and end on the 12th of May 2017
The draft report should be submitted by 19th of May, 2017
The final draft of the report should be submitted by 26th of
May 2017
The evaluator will work under the direct supervision of the
Head of Programmes.
Selection of Consultant
The most appropriate consultant must demonstrate:
An in-depth understanding and sound experience of Adolescent
and Youth Sexual and Reproductive Health and HIV; The consultant(s) must have
previous experience of conducting evaluations of donor funded projects of a
similar scale in the health sector; Experience in research, along with
participatory monitoring and evaluation methodologies; Proven track record in
the production of deliverables within required timeframes; Strong analytical
and writing skills, along with the ability to produce compelling, concise and
high-quality reports.
