Baseline Study Consultancy: International NGO
1 CALL FOR BASELINE STUDY CONSULTANCY
An International Non-Governmental Organization (INGO) is seeking for the services of qualified consultants to conduct a baseline study for determining the current peace/conflict and livelihood situation in areas targeted by one of its projects on; ͚Strengthening the capacity of youth, women and churches to promote peaceful coexistence and contribute meaningfully to development of Zimbabwe. Below are the full terms of reference. TERMS OF REFERENCE FOR BASELINE STUDY 1. Background Despite government effort in enacting a National Peace and Reconciliation Commission Act (NPRC) in 2017 and peace efforts from a wide range of institutions, the peace situation in Zimbabwe remains fragile. Violence within society, political establishments and lack of participation of women and youth in governance is still prevalent in Zimbabwe. As part of bridging this gap, the INGO is implementing a project on; ͚Strengthening the capacity of youth, women and churches to promote peaceful coexistence and contribute meaningfully to development of Zimbabwe͛. The project which is being implemented in Binga, Marondera and Caledonia aims atpromoting peaceful co-existence through empowering women, youth, CSOs, FBOs and the church to drive the process of inculcating a culture of peace and dialogue in the targeted communities. The project seeks to achieve its goal through the following three objectives;
1. Increased adoption of positive livelihoods options and social cohesion among people from diverse political and ethnic backgrounds in targeted areas.
2. Churches, faith based, and civil society organizations have increased capacity to mitigate and address conflict and are more coordinated to advocate for peace at community and regional levels.
3. Women, youth and CSOs in the selected areas are positively engaged in development issues with their local leaders at community and regional levels. The baseline assignment is expected to be completed within 21 days.
2. Purpose The overall objective of the baseline study is to provide benchmark information to measure project performance and serve as the basis for assessing the conflict and livelihoods situation in the project areas. The baseline findings will also inform review of results framework, redesign/validate indicators and setting of targets around the three project objectives for performance evaluation. 3. Scope of work The consultant is expected to carry out the following tasks;
1. Carry out mapping of existing peace/conflict infrastructure, forum and platforms in targeted areas. This should focus on what is in place; level of accessibility and functionality of such infrastructure.
2 2. Conduct a mapping of key institutions/actors involved in peace-building/conflict work in the targeted areas as well as assessing the advocacy capacity levels of these institutions.
3. Assess the level of women and youth participation in civic issues, focusing on women and youth representation in local decision-making structures as well as factors/barriers constraining their effective participation.
4. Carry out a conflict hotspot analysis of the areas covering incidence, levels and types of conflict, underlying causes, key actors that either encourage or discourage conflict, impact of such conflict on women and youth as well as current conflict coping mechanisms in the project areas including both positive and negative conflict coping mechanisms.
5. Conduct a rapid livelihoods options mapping exercise covering both positive and negative livelihoods coping strategies and how these are related to peace.
4. Expected Deliverables Successful performance of this baseline assignment will be based on timely submission to the INGO of the following deliverables:
1. Inception report clearly stipulating the consultant͛s understanding of the TORs, workplan, detailed methodology and proposed data collection and analysis tools and methods, sampling strategy and ethical considerations based on the consultant͛s interpretation of the terms of reference.
2. Draft baseline report presented to the INGO for comments and suggestions.
3. A comprehensive final report to the NGO and a debriefing meeting on baseline findings
5. Methodology Although the INGO is not prescriptive on methodology, the consultant will be expected to employ mixed method and participatory approaches for data collection.
6. Competencies Required
The assignment suits consultants with the following;
·Academic qualifications in the fields of Social Sciences, Statistics, Research Methodology, Development Studies or any other related fields.
·At least five (5) years͛ experience in conducting baseline surveys for livelihoods, conflict and peace-building programming
·A track record in conducting qualitative and quantitative research and data analysis using statistical analysis software.
·Previous experience applying participatory research methods
·Demonstrated understanding of ethical issues in research involving people

HarvestPlus (www.harvestplus.org) leads a global effort to improve nutrition and public health by developing and disseminating staple food crops that are rich in vitamins and minerals. We work with public and private sector partners in more than 40 countries. We use a novel process called bio-fortification, based on conventional plant breeding, to achieve higher levels of micronutrients in high-yielding, high-profit varieties of key staple foods. HarvestPlus is part of the CGIAR Research Program for Nutrition and Health (A4NH). CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by 15 research centers in collaboration with hundreds of partner organizations. HarvestPlus is a joint venture between two CGIAR Centers, the International Center for Tropical Agriculture (CIAT) based in Cali, Colombia and the International Food Policy Research Institute (IFPRI) based in Washington, D.C. Both Institutions are committed to reduce hunger and poverty around the world through their research activities.

The Position:
CIAT, on behalf of HarvestPlus Program is seeking to recruit Field Assistant - Seed Systems who will work under the direct supervision of the designated Seed Systems Officer, with overall guidance from the Country Manager. The person will be responsible for implementing a country seed systems strategy which triggers widespread and sustained adoption and utilization of biofortified crops (vitamin A maize, Iron beans and Vitamin A sweet potatoes), as well as generate demand in the market. He/she will work with different key stakeholders especially farmers, extension agencies, nutritionists, seed producers, agro-dealers, food processors, commodity brokers, retailers, consumers and the media to facilitate production, processing and consumption of biofortified crops. The positions will be based in a project target districts outside Harare.

Main duties and responsibilities include:
• Planning, coordination and management of community-based seed production in collaboration with extension agents and other implementing partners
• Coordination of training of lead farmers, extension agents and seed merchandisers on production, promotion and utilization of biofortified crops
• Coordination of the identification of anchor demo farmers and target beneficiaries in collaboration with extension agents and other implementing partners in target districts
• Procurement and distribution of anchor demo agricultural inputs and branding materials
• Distribution of Information, Education and Communication (IEC) materials on biofortified crops to target communities in collaboration with the Demand Creation Officer
• Coordinate nutrition and utilization training of extension agents, lead farmers and nutrition and health officers on biofortified crops
• Coordination and management of anchor demos in collaboration with extension agents and implementing partners
• Data collection for any studies, including seed systems studies using supplied tools
• Conduct seed systems studies in target areas aimed at improving adoption of new biofortified maize and bean varieties
• Any other duties as assigned by supervisors
The candidate shall have the following competencies, skills and experience:
• A minimum of a Diploma in Agriculture or related field
• At least three (3) years of relevant experience in implementing a seed systems and delivery strategy
• Strong and proven experience in working with farmers to strengthen adoption, production and consumption of new crops
• Valid drivers’ license acquired not less than 4 years ago.
• Ability to ride a motorbike and valid class 3 driver’s licence.
• Excellent training and facilitation skills
• Excellent interpersonal and organizational skills
• Must be fluent in English and good in Shona/Ndebele with strong oral and written communication skills.
• Must be able to work independently with minimal supervision, but also participate as a team member in accomplishment of duties

Terms of employment:
The position is nationally recruited and based in a project target districts outside Harare. The contract will be for one (1) year period, subject to probation period of three (3) months, renewable depending on performance and availability of resources. A local environmental NGO invites applications for suitably qualified and well experienced person to fill the position of Project Field Assistant Officer.
Job Description: Duties and roles
Identifying and registering households to participate in the project through inclusive and gender equitable processes in collaboration with stakeholders; Promote innovative approaches to climate change adaption and facilitate implementation of adaptation strategies e.g. Climate Resilient Villages (CRV); Support in collaboration of relevant stakeholder implementation of climate resilient agricultural practices (Conservation agriculture, Agroforestry, Apiculture, seed multiplication in an integrated manner; Link and collaborate with partners at community and district level; Providing technical support on CCA investment, inclusive financial services and value chains; Organize and support formation and or capacity building of farmer groups and associations; Organize and support formation and or strengthening of village savings groups and linking them to micro-finance institutions and other players to support livelihoods improvements; Facilitate the identification and implementation of selected value chains that enhance climate change adaptation; Monitoring and evaluating work activities at field level sites ensuring adherence to work norms; Compiling and submitting monthly & quarterly reports to the Field Supervisor; Managing relationships with stakeholders including Government line Ministries, RDCs, NGOs and private sector at District level; Promote and abide by organisational policies and procedures; Contributes to internal reports for the organisation and donor; Any other duties in line with the job as presented by the supervisor
Job Specification
Required Skills, Education and Experience
Minimum of Diploma in Agriculture, Natural Resources Management, Forestry or equivalent, development studied; Good interpersonal and communication skills; Good public relations, team player and able to work under strenuous conditions; Ability and willingness to ride a motorcycle is a must; A minimum of 2 years’ experience in community mobilization and development, facilitating market linkages, Village savings and lending Groups and community natural resources management is a requirement.
