Senior Monitoring and Evaluation Manager: International Rescue Committee (IRC)

Scope
The Senior Monitoring & Evaluation Manager is ultimately accountable for leading and organizing the M&E function for the country program, ensuring that adequate systems are in place, functional and capable of providing adequate data to management for decision making. The position will direct line-manage the M&E staff in the country program (who will maintain dotted lines to their respective Project Managers where relevant.
Responsibilities
Strategic Issues: Working in collaboration with the SMT participate in the implementation and monitoring of the IRC/Zimbabwe’s strategic action plan (SAP) and SAP-IP and Exemplar initiative; Provide support to ensure programs are measurably more outcome-focused, gender sensitive, cost-efficient, responsive to clients’ needs and preferences, and adapted to contexts of intervention; Working in collaboration with Sector Coordinators and Technical Unit staff, ensure that programs are designed and carried out according to IRC and industry best practices; Liaise with the Regional Measurement Action Coordinator (RMAC) and seek support and advice as needed.
Monitoring and Evaluation Management: Manage the M & E function for the country program, including MfA and COMET and other corporate initiatives; Design and manage M&E systems, tools and templates to monitor performance. Budget Planning and Management: Ensure that M & E is adequately budgeted for in all current and new programs; Manage M & E budget component in program budget in line with the approved implementation and spending plans; Ensure efficient utilization of M & E financial and program resources (value for money); Ensure that financial controls, reports and accountability standards are maintained.
Co-ordination and Networking: Establish good working relations or networks with relevant stakeholders on M & E issues; Co-ordinate with other sector managers.
People Management: Provide coaching, mentoring and leadership guidance for M & E officers; Motivate M & E staff to meet set targets and objectives; Ensure that staff understands organizational vision, mission and strategic directions; Manage staff performance
Leadership Behaviours: Ability to organize own work and work independently; Promote high performance by field staff; Promote innovation and learning for field staff; Communicate clearly and effectively; High ethical standards
Skills specific to the post
Ability to produce analytical reports; Good communication skills, appropriate to the audience; Competence in using information technology including experience with word-processing, spreadsheets and database software; Ability to work in a multidisciplinary and multicultural environment; Team-building, training and coaching skills; Good interpersonal and inter-cultural skills
Qualifications and experience
University degree in M & E, Social Science, Development or related discipline; At least 5 years working within the humanitarian and development context, with a focus on research, M&E, preferably experience with institutional development M&E.

Grants Manager: International Rescue Committee (IRC)

Scope of work
The Grants Manager is the focal point for all proposal development, donor reporting, information and grants management within the country program. Ensures that business development strategies/proposals are aligned with the Country Strategy Action Plan (SAP) and the Outcomes and Evidence Framework (OEF). Facilitates/oversees partnership arrangements and agreements. Grants Manager provides program and operations teams with advice on compliance with donor and IRC regulations and undertakes programmatic and budgetary monitoring for compliance with donor and internal policies and procedures.
Responsibilities
Business development: Coordinate development of high quality proposals (including compilation/editing of the technical narrative) that are relevant to IRC's Strategic Action Plan, OEF and donor requirements and encompassing input from key stakeholders; Work with Finance Department to develop budgets and budget narratives ensuring that they are compliant with donor and internal requirements; Develop donor mapping tools to support opportunity identification; Identify key proposal and donor-related information linked to new funding opportunities to support the Program Coordinator in organizing and leading program design for all new business development opportunities; Ensure that proposals are tracked with standard IRC tracking tools (e.g. FM01, OTIS); Coordinate proposal and project/program revisions (issuing and management of timelines and development processes, writing and editing as needed, providing review, liaison with reviewers, etc.)
Grants Compliance: Lead grant opening meetings, quarterly grant review meetings, and grant close out meetings in collaboration with the Programs Coordinator. Monitor post-meeting implementation of action points
Requirements
Degree in Social Sciences, Economics, Finance, Business Studies or any related field; At least 3 years prior experience in an INGO in similar position; demonstrated involvement and success in the key areas of this JD will be critical; Good communicator with strong organizational, time management and analytical skills; Excellent writing and editing skills with close attention to detail; As this position will handle a portfolio of sub-grantees, successful candidate must demonstrate prior experience in successfully managing sub-grantees; Proven prior experience with donor compliance. Knowledge of USG (USAID, BPRM), European (DFID, EU, SIDA, etc.) and United Nations (UNICEF, UNDP, UNFPA, etc.) donor requirements and procedures is an advantage; Excellent organizational skills and ability to determine priorities and respect deadlines a must; Good communication skills as well as report writing skills; Detail-oriented with good multi-tasking abilities; Strong computer skills: must be competent in the use of Windows MS office programs (Word, Excel), email programs, etc; Willingness to travel to the field.

Brief background
The Food and Agriculture Organisation of the United Nations (FAO) is committed to achieving food security by responding to the livelihood, food and nutrition security challenges faced by smallholder women and men farmers while enhancing their resilience to repeated climatic shocks. FAO is currently implementing a number projects in Zimbabwe and the interventions are designed to safeguard livelihoods, avert hunger and loss of productive assets.
Duties and responsibilities
Working under the overall supervision of the FAO Representative in Zimbabwe (FAOR) and the direct supervision of the Head of Operations Unit, the incumbent will perform the following tasks:
Manage day-to-day operational actions
Ensure the effective management of the project cycle in FPMIS including, amongst others, timely opening of the funded projects, financial monitoring, expenditure forecast and project closure; Ensure the FPMIS project dashboard is up to date; Assist in the preparation of financial reports in non-FAO formats, by using the Results Based Budget modules in FPMIS; Assist in the review and rationalization of expenditures to ensure adherence to project budgets; Compile documentation required for adjustments and liaise with Finance for processing; Assist in drafting initial project budgets, revisions and amendments using the FPMIS Budget module; Map project expenditures in FPMIS, in consultation with the respective Project Managers and Finance Associates; Assist with project audits by various stakeholders; Participate in needs assessment and field supervision missions in the framework of the ongoing projects; Perform any other related duties.
Minimum requirements
University degree in Business administration, Rural Development, Social Sciences, Management or related fields; Minimum of 1 year experience in Operations (this includes but not limited to, project opening and closure, financial management; budget monitoring, financial reporting and preparation of funding agreements); Proficiency in English; Good computer skills; Ability to work with people of diverse cultural and national backgrounds; Ability to work in multi-ethnic environment with sensitivity and respect for diversity; Familiarity with the Project Cycle Management modules in corporate resource monitoring systems like FPMIS or equivalent;

We are recruiting a Legal Adviser, to be based in the ICJ Harare office, to contribute to the implementation of ICJ’s programme of work in the Africa Regional Programme (ARP). Responsibilities
