Job Description:
An international, non-profit health organization is seeking a Technical Advisor for Voluntary Medical Male Circumcision (VMMC) to join their team..

Requirements: Qualification and Skill
• Must a Zimbabwean National.
• Advanced degree in public health, health administration, international health or a related field; MD preferred
• At least 5 years’ experience implementing and/or providing technical assistance in HIV biomedical prevention, namely VMMC
• At least 7 years’ experience in implementing and/or providing technical assistance of $5-10M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the Zimbabwe
• Demonstrated experience training healthcare workers on HIV biomedical prevention, including VMMC
• Skilled in at least 2 or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation

Duties & Responsibilities
• Perform all tasks in compliance with given safety, health and environment procedures, codes, standards and regulations.
• Conduct pre-operational risk assessments on new sites and design risk mitigation measures;
• Develop all the required documentation, operational checks and reports for the SHEQ Management System to be compliant with OHSAS 18001/2007/ISO 45001, ISO 14001/ 2015 standards and ISO 9001/2015
• Conducting HSE audits;
• Investigate the root cause for HSE incidents and complaints put forward by staff members, customers and contractors
• Ensures that corrective actions are implemented where necessary and ensures that any ISO certification requirements are complied with throughout the business.
• Conduct Job Safety Analysis for all works in the organization.
• Coordinate and participate in the investigation of accidents and near misses;
• Review and analyze accidents and near miss incidents and making corrective action recommendations;
• Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency.
• Maintains records of such drills, providing recommendations for emergency response improvements;
• Supervises the regular inspection of firefighting, safety and emergency response equipment;
• Assist in developing and implementing field location emergency response procedures and evacuation plans;

• New project scoping-sketch writing in consultation with Section Engineers where necessary.
• Assist Section Engineers on Plans approval with local authorities and other regulating bodies.
