Finance Assistant: Local NGO

In anticipation of an upcoming grant, a local NGO based in Harare that focuses on providing holistic support to vulnerable children is looking for a competent qualified person to fill in the vacant position of the Finance Assistant. The incumbent will be based in Harare.
The incumbent will be expected to be able to prepare financial reports, generate financial data, investigate project variances and submit variance reports to management, Analyze the project budget and accompanying financial vouchers; Provide a financial update and overview of financial status of projects and assist in planning and forecasting; Work with partners to analyze accounting and financial systems, and mutually identify corrective actions to improve systems in accordance with local accounting and finance procedures, partner policies, partner agreements and any applicable donor requirements; Produce regular monitoring and management reports against key indicators, taking appropriate action when necessary including flagging risks and appropriate management action; Guidance and review of narrative and financial reports to ensure quality assurance; Ensure accuracy in partners accounting and financial reporting - proper budget allocation of expenses, reasonability of expenses per donor regulations; Technical guidance and support in preparing for and managing donor audits including liaison with auditors; Overseeing financial archiving procedures to ensure all required expenditure support documentation is properly maintained and availed when required; Conducting compliance visits to partners and producing a compliance report; Support partner capacity assessment and capacity building; Ensure that the relevant partner and donor financial policies and procedures are adhered to and implemented.
Qualifications and Experience
A University Degree in finance, accounting, or other related field; CIS, ACCA, CIMA qualifications will be an added advantage. Have at least two (2) years of experience managing grants, sub-grants, and/or similar financial work; Ability to supervise partner organizations and oversee compliance project function; Experience of setting up and managing compliance monitoring systems; attention to detail, flexible.

World Education Inc. / Bantwana (WEI/B) is an international non-governmental organization with a proven track record of designing and implementing successful interventions for orphans and vulnerable children (OVC) and youth in Zimbabwe with community-based models of service provision in health, education, child protection and economic strengthening. Having been in operation in the country since 2008, WEI/B leverages its deep knowledge of and extensive experience with Zimbabwe’s OVC context and operational landscape to address the long-term needs of vulnerable children and their families. To that end World Education Inc. /Bantwana is recruiting to fill the following position in the Strategic Information Department.
WEI/B is seeking to recruit a senior and strategic level M&E manager to lead and provide oversight to all the levels of data management, analysis and utilization. The main roles will be to continue to align the design of the WEI/B M&E system to emerging requirements from donors and Government (including the database and tools); support and strengthen M&E systems of relevant government systems, oversee and/or coordinate with any internal or external research and evaluations being carried out; and analyze, monitor and prepare relevant data for all project reporting requirements. He/She will also have overall oversight on the Monitoring and Evaluation function of the National case management system and the NAP2 M&E framework as a whole and supporting mainly the national level data management processes (collation, consolidation and analysis for decision making).
Responsibilities
Collaborate with the Chief of Party (COP), Programs Manager and other Technical Specialists to revise the project M&E framework and plan, including the Performance Management Plan (PMP) and all project indicators when needed including operationalizing the NAP2, NCMS and MIS M&E Framework; Develop program and M&E tools (forms and registers for data capture) and maintain systems to ensure high quality data collection, analysis and reporting by team and local partners; Review and refine current standard operational procedures for the data collection tools and reporting tools, and work closely with the programs manager to refine and update tools as needed to meet donor expectations; Support the consolidation and analysis of national level data for strategic planning, decision making and performance management, and for monthly, quarterly, semiannual reporting; Spearheading the Technical Capacity Assessments, DSW National office skills transfer, Oversee the NCMS MIS support, data quality audits, and joint national supervision and verification visits; Support the DSW with the identification of policy level data and its presentation for management reports; Coordinate with any external researchers conducting research on the project (including any evaluations to assess program impact), and provide guidance, input and information as needed; Coordinate bi-weekly national trouble shooting meetings and tracking project milestones; Participate in resource mobilization initiatives
Qualifications, Experience and Competencies Required
Bachelor’s degree in social sciences, development management, project management or other relevant field (essential); A Master’s related to Epidemiology, Statistics or development studies, international development, economics or other (desirable); Minimum 6-8 years of experience working on monitoring, evaluation and learning for donor funded projects, USAID and UNICEF experience is highly desirable, 3 years of these to be in management roles in USAID funded programs; Demonstrated ability to interact and communicate with wide range of stakeholders (including government) both verbally and in writing; Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines; At least 3 years’ experience in systems strengthening, particularly in government systems; Strong proficiency in Windows Excel and quantitative data analysis; Ability to design monitoring tools, surveys protocols and evaluations; Demonstrated ability to train, facilitate and build capacity of staff; Strong interpersonal skills and managerial capacity; Knowledge of digital data collection software including DHIS, STATA, and CS-Pro

Job Purpose
The Communications Assistant will support Save the Children’s emergency response under the ECHO funded “Ready To Act: Combining New Technologies and Tested Approaches for Better Disaster Preparedness in ZIMBABWE” programme. The core purpose of this job is to promote the visibility of Save the Children’s emergency response programme and other initiatives through various means of communication and to provide technical support to Save the Children staff and implementing partners.
He/She assists in profiling of Save the Children work through the production of high quality communications products and activities and responding timeously and appropriately to internal and external requests for information, in line with Save the Children protocols. As part of the communication team, the role supports in providing the country team with professional expertise and guidance on all aspects of external communication, as well as implementing Save the Children’s global communication priorities in a locally-appropriate way.
The Communications Assistant will work closely and liaise with the other SCI project staff in other thematic areas to spur integration and benefit from project synergies in the country; while ensuring that all communication products and activities are well aligned to approved design, SCI program quality benchmarks and contributes to SCI’s country and global outcomes and breakthrough for children.
Key Areas of Accountability
Support timely production of various communication products for communications and advocacy purposes; Gather programme content to develop quality communication materials for dissemination through social and traditional media channels. This includes success stories, multimedia products, press releases and photographs etc) that meet quality standards; Assist in building and maintaining relations with media, donors and other publics; Showcasing project work and successes through participation in relevant events and exhibitions with partner organizations; Assist in compiling content, review and management of online resources (websites, social media sites and Onenet); Support in planning and coordinating field visits, donor and media tours; Ensuring that branding and communications guidelines for Save the Children and project donor guidelines are uniformly and consistently adhered to; Support staff capacity to write project articles, success stories and get good photographs.
Qualifications, Skills and Experience
Minimum of a Diploma in Communications, Journalism, Public Relations or other related field; At least 2years of relevant professional work experience in communications work, including processing of information, to support programme or communication activities. Job Purpose
The Project Officer will be responsible for initiating the OFDA funded Livelihoods project in Binga/ Mbire/Nyaminyami. The Officer will be required to carry out on the ground activities such as targeting beneficiaries and facilitating and conducting trainings. She/he will be working with government agencies and private organizations engaged in promoting Livelihoods activities.
The Project Officer will be instrumental in setting up the project, working alongside the Project Coordinator and Child Poverty Manager to come up with the standard operating procedures. The Project Officer will support the Project Coordinator with the day-to-day field operations. Within the specific wards Project Officer will be responsible for identification, verification and registration and trainings for beneficiaries. The Project Officer will ensure monitoring plans are in place and prepare project reports.
Key Areas of Accountability
Work closely with the Project Coordinator as well as other relevant stakeholders to support the project initiatives; Develop monthly and quarterly detailed program activity implementation plans; Monitor programme implementation according to the detailed implementation plans for the project; Set up the project with support from the Project Coordinator; Support the production of timely quality programme reports, in line with donor and SCI requirements; Follow-up and ensure timely implementation of all the planned related activities, in accordance with approved work plans and budget; Ensure compliance to financial and audit requirements of the donor; Work closely with local stakeholders to ensure timely and quality programming; Support the preparation of monthly, quarterly and annual project progress narrative and reports.
Qualifications, Skills and Experience
Minimum of a Diploma in Development studies or other related field; At least 3 years’ experience in humanitarian work covering Disaster Risk Reduction, delivering training to communities and implementing cash / voucher based programming, performance and quality management of children/youth programmes and working with local NGO partners; Fluency in written and spoken English and knowledge of a local language; Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff, with proven skills as a trainer/facilitator and mentor; Commitment to and understanding of Save the Children’s aims, values and principles; Computer literacy in the following: MS Word, Excel, PowerPoint, Outlook; Ability to forge excellent relationships with children and adults.

Job Purpose
The Project Coordinator will oversee the implementation of OFDA funded projects in Binga, Mbire and Nyaminyami districts. He/she will have direct responsibility for the project team, reporting to the Child Poverty Manager. The post holder will be responsible for ensuring the project is delivered on time. He / She will also will be responsible for all coordination with other actors and officials in the districts, including interactions with stakeholders.

Provide management and coordination of project in the districts; Ensure the effective planning of project implementation by preparing detailed implementation plans for each project with involvement of relevant staff and other stakeholders as appropriate; Ensure implementation of the agreed plan for the project ensuring compliance with OFDA guidelines; Manage the team to deliver on time and on budget against the agreed implementation plans; Lead the effective implementation of agreed M&E tools to monitor and ensure the quality of programme implementation and accountability; Ensure compliance with all award requirements, and review all project materials to ensure their quality; Produce timely project reports, in line with donor and SCI requirements; Document key project processes, lessons learnt and case studies.
Budget Management and Monitoring
Manage the programme budget in coordination with Child Poverty Manager; Review all district project expenditure to ensure accuracy of expenses charged to project; Support Child Poverty Manager in preparation of budget expenditure forecasts as requested; Support procurement for the project, coordinating with Logistics officer.
Human Resources Management
Manage the District team, and ensure that the project is conducted in line with SCI expectations; Build a high performance team, which will deliver results and changes for children; Guide and support staff in their development, planning succession, and taking prompt action to address issues of underperformance and any other issues impacting on their professional conduct or implementing their duties and responsibilities.
Representation and coordination within the organization and other stakeholders
Engage with other Agencies, stakeholders, and duty-bearers in the district, in particular to support the implementation of the project; Work closely with partners in the Districts to understand operational challenges and resolve them as they arise; Ensure that regular and effective communications are maintained with the Child Poverty Manager.
Qualifications, Skills and Experience
Minimum of Bachelor Degree in Development Studies, Project Management or other related field; At least 7 years of working experience in humanitarian programmes especially with institutional donors; Demonstrable project budget management experience; Strong understanding of humanitarian accountability principles; Previous leadership experience in an NGO or other humanitarian environment, including experience in implementing emergency programmes, multi-sector programme management and managing teams; Ability and willingness to change work practices and hours; Fluency in written and spoken English and other vernacular languages (Tonga / Ndebele / Shona); Experience in Monitoring & Evaluation and beneficiary accountability; Experience in local level co-ordination with key stakeholders and other NGOs; Commitment to and understanding of Save the Children’s aims, values and principles; Computer literacy in the following: MS Word, Excel, PowerPoint, Outlook; Knowledge of working in Zimbabwean context is necessary.
