Responsible for planning, directing, managing, coordinating, availing, maintenance, registering, licensing

and tracking of refuse collection trucks, plant and equipment for the Division.

KEY RESULT AREAS

• Producing vehicle and plant maintenance schedule to ensure proper functionality and availability of

fleet.

• Issuing updates to vehicle users on the next date of service, generating and processing vehicle

maintenance and repair Order for works and requisitions.

• Deploying vehicles to respective drivers for service delivery.

• Receiving reports of vehicle accidents, processing motor vehicle claims and follow up on police reports

and third party claims.

• Engaging with the police, EMA and VID on the clearing of impounded vehicles.

• Identifying vehicles due for disposal using the standard checklist

• Supervising proper cleaning of vehicles, issuance of fuel and lubricants and reconciliation of issues

disciplinary hearings.

• Referring newly appointed drivers for Municipal Vehicles Driving Authority testing.

• Monitoring tracking of vehicle movements and check on proper usage and driving habits

• Checking on the correctness of odometer readings and rates on private vehicles locomotive claims

before forwarding the claims to the Finance Department for payment.

• Supervising subordinates and managing their performance.

QUALIFICATIONS AND EXPERIENCE

• Degree in Transport & Logistics or equivalent

• Qualification in Motor Mechanics, Diesel Plant Fitting or Auto Electrics is an added advantage.

• Clean Class 2 Driver’s Licence is a must.

The incumbent will be responsible for capturing data and mapping of city utilities and infrastructure

mapping, cadastral mapping for the maintenance (updating) of the City’s geodatabase so that an up-to-date abstraction of the reality is maintained. S/he will also implement performance management and administration in the teams for efficient and effective deployment of resources therein.


KEY DUTIES

• Execution of field data capturing of City utilities and infrastructure.

• Execution of secondary data capturing of City utilities and Infrastructure.

• Liaison with the Department of the Surveyor General, Chief Land Surveyor and other relevant stake

holders for acquisition of GIS Data.

• Conducts data cleaning and validation of GIS data sets.

• Produces maps and when required.

• Ensures data integrity as directed by the Senior GIS officers.

• Implements performance management and supervise subordinates (data capturing team members)

• Recommends budgetary and equipment requirements to the SNR/Principal GIS officers.

• Controls and ensures safety and service of equipment in his/her domain.

JOB PURPOSE

Responsible for the day to day management, coordination and implementation of refuse collection

schedules across the City through effective deployment and utilization of human, equipment and material

resources for better sanitation and public health outcomes.

KEY RESULT AREAS

• Planning weekly and monthly deployments in liason with Cleansing Superintendents.

• Selecting and deploying labour, tools and equipment as per need to achieve optimum performance

levels.

• Maintaining an inventory of the Division’s assets and initiates tools, plant and equipment repairs in

liason with the Technical Services Engineer.

• Monitoring and controlling the quality of services rendered and taking corrective measures where

necessary.

• Monitoring and controlling labour, plant, equipment and vehicle fuel usage to ensure optimum

economy and productivity.

• Managing relevant internal stakeholder relationships to promote smooth flow of operations.

• Supervising subordinates and identifying employee training requirements.

• Ensuring that employees adhere to proper safety and health procedures.

• Ensuring that any hired equipment works within the contractual framework and parameters.

• Monitoring and evaluating service delivery and revenue performance and make recommendations on

improvements to the Head Amenities.

• Advising management on modern refuse collection and disposal methods and processes.

• Compiling periodic reports to the Head Amenities on divisional operations as and when necessary.

• Attending to enquiries from residents and other stakeholders.

QUALIFICATIONS

• Degree in Environmental Health/relevant Engineering Discipline/ Public Administration/ Public

Health or equivalent.

• Post Graduate degree in Management or equivalent is an added advantage.

• Clean Class 4 Driver’s Licence a must.

• At least 5 years’ experience at supervisory level

The incumbent will be the head of the branch comprising survey teams responsible for the execution of

cadastral, engineering and topographical surveys. Ensures that survey quality assurance protocols and

The incumbent liaises with relevant internal and external stakeholders such as the Department of

Surveyor-General, the Council of Land Surveyors, the Registrar of Deeds, professional bodies of Land

KEY RESULT AREAS

• Executes cadastral surveys, supervising and monitoring the execution of cadastral survey work by

graduate Land Surveyors and Land Survey Technicians in terms of the Land Survey Act [Chapter 20:12],

Land Surveyors Act [Chapter 27:06], and the respective Rules and Regulations framed therefrom;

• Executes surveys for resolution of boundary disputes;

• Maintains survey job registers and develops work plans regularly

• Liaises with the Department of the Surveyor General and the Registrar of Deeds in relation to the

management and examination of title surveys and the registration of land;

• Prepares training schedules for the training of graduate Land Surveyors during articleship in terms of

the Land Survey Act [Chapter 20:12], Land Surveyors Act [Chapter 27:06], and the respective Rules

and Regulations framed thereunder;

• Implements performance management strategies and prepares progress and operations reports as

required;

• Determines and recommends budgetary and equipment requirements;

• Controls usage of equipment and ensures proper maintenance and service thereof;

• Attends other land survey related institutional fora as may be delegated from time to time.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in Surveying and Geomatics, or an acceptable equivalent.

• Government of Zimbabwe Certificate of Recognition for registration as Land Surveyor in Zimbabwe

• Registration with the Council of Land Surveyors as Practicing Land Surveyor in Zimbabwe.

• At least five (5) years relevant post qualification experience, with at least two years thereof practicing

as a Land Surveyor-in-Training
