District Program Officer- Mangwe

Overall responsibility
The Program Officer is responsible for managing the planning, implementation and monitoring of OPHID program activities in two districts. The Program Officer will work with a district team (consisting of a Strategic Information and Evaluation Officer/Assistant and Driver), in all technical aspects of the program, operational support and coordination/networking, in line with organizational and national guidelines and targets. The Program Officer reports to the Provincial Coordinator at the Provincial Office.
Main responsibilities
ü Implement and monitor outcomes FACE-HIV Program Activities
• Coordinate, mentor and monitor DSD health care workers(OI/ART nurses, Primary Care Counsellors, and Clinical Referral Facilitators) providing direct service delivery.
o Support training and mentoring of cadres
o Collect timesheets and submit for payment
o Collect and analyze performance data
o Monitor performance and provide support and supervision site visits
o Utilize site and district level performance data (against DSD targets to monitor and mentor cadres
• Strengthen delivery of HIV testing services (HTS) in priority sites
o Organize and facilitate on-site sensitizations/opportunities to build capacity of health care workers in HIV testing and counselling in conjunction with district and provincial health authorities
o Provide technical assistance to health care managers and workers to assess and remediate site level issues and barriers to achieving HIV testing targets (first 90).
o Provide technical assistance and innovations to strengthen system and operationalization of Provider Initiated Testing and Counselling (PITC) policy.
o Support facilities to strength systems for linking, referring and tracking clients to and from HIV testing services within facilities and communities.
o Conduct on-site support and supervision to clinics with MOHCC (DHE and/or PHE) to ensure quality implementation of policy, and guidelines
o Provide technical support to health facilities to provide prevention and HIV testing services that meet the unique needs of pregnant and lactating women, infants, children and adolescents, and other ‘at-risk’ populations.
o Utilize site and district level performance data (against COP targets (HTC, HTC-POS)) to assess, plan and support sites to strengthen HIV testing services.
• Strengthen delivery of HIV treatment and care services in priority sites
o Organize and facilitate on-site sensitizations/opportunities to build capacity of health care workers in ART initiation and long-term care management of HIV-positive clients.
o Provide technical assistance to health care managers and workers to assess and remediate site level issues and barriers to uptake, ART initiation, retention and care of HIV-positive clients.
o Provide technical assistance to strengthen ART initiation/management, adherence counselling and psychosocial support services that meet the diverse needs of clients (differentiated models of care).
o Provide technical assistance to sites, and district to ensure viral load monitoring services are available, accessible and utilized in the long-care management of HIV-positive clients.
o Support facilities to strength linking and referrals of HIV-positive clients to other facility or community based services.
o Conduct on-site support and supervision to clinics with MOHCC (DHE and/or PHE) to ensure quality implementation of policy, and guidelines
o Collaborate with the DHE to facilitate clinical mentorship program for health care workers at all priority sites
o Provide technical support to health facilities to provide prevention and HIV testing services that meet the unique needs of pregnant and lactating women, infants, children and adolescents, and other ‘at-risk’ populations.
o Utilize site and district level performance data (against COP targets (Tx_New, Tx_Current, TX-Retention) to assess, plan and support sites to strengthen HIV treatment and care services.
ü Document program activities and performance
• Develop and monitor annual and quarterly work-plan and budget for the one districts, in line with national program targets
• Work with SIE Officer, to communicate district level performance (achievements and challenges of FACE-HIV program support) to DHE/PHE, and Health Centre Committees through presentations, monthly reports and meetings.
• Document district performance (achievements and challenges) and submit weekly/quarterly district program reports to Provincial Manager.
• Participate in FACE-HIV Provincial and national level Program and Data Review Meetings
ü Manage and coordinate the District Team
• Provide leadership and supervision to OPHID district team (District SIE officer, Driver/Admin) to ensure coordination and quality of program implementation
• Submit written requests for resources according to procedures advised by finance department to support program implementation
• Ensure expenditure at district level is carried out in line with organizational finance and operational policy documents and guidelines
• Check and verify that all monthly expenditure returns are as per procedure before submission to Provincial Coordinator to ensure program compliance.
• Coordinate with SIE Officer to ensure that program data is routinely and timely entered into the relevant databases to monitor program implementation progress
Requirements
ü State Registered Nurse or Clinician
ü Previous medical/nursing experience with particular reference to PMTCT and HIV Care and Treatment
ü Completed course in Advanced HIV and AIDS Managed preferred
ü Experience working in MOHCC clinics and NGO environment

Project Officer – Household Economic Strengthening
Contract Length: Fixed Term Contract of 10 months’ duration
Role Purpose
Reporting to the Resilience Coordinator, the Project Officer – Household Economic Strengthening (HES) will support HES capacity strengthening by providing training, accompaniment, and technical support to smallholder livestock and vegetable farmers focusing on implementing and managing farm enterprises, financial education, market opportunity identification/assessment, and entrepreneurship and business development services. S/he will support farmer groups/associations to liaise with relevant government ministries and programs, other technical experts and agencies, and the private sector to support household graduation and transition. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions
Liaison with Local Authorities, Zimbabwe Informal Traders Council (ZITC), Farmer Association, Government Extension Agencies and Private Companies.
Key Areas of Accountability
• Work closely with AGRITEX, Private Companies and ZITC in selection of young men and women to be contracted and educate contracted farmers on need for compliance.
• Coordinate with private companies and value chain players in provision production contracts and extension services for livestock and crop products in order to encourage farm and off farm enterprises.
• Use appropriate project management tools to plan, review, and track implementing partners’ progress on project implementation and use of project resources.
• Develop and maintain linkages with governments, organizations, and projects that support household economic strengthening activities.
• Ensure high quality facilitation of training and systematic post-training supportive supervision and mentoring to farmers and partner staff.
• Ensure a culture of accountability and learning through regular monitoring to project sites, providing oversight of studies and assessments, and proper documentation of tools and promising practices to contribute to learning and building the evidence around household graduation, transition, and economic strengthening.
• Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
• Participate in technical planning meetings with consortium members technical implementing team
• Attend relevant interagency, sector coordination, and representational meetings as required e.g. market linkages association, FAO agriculture working group.
• Ensure that Save the Children program quality standards, particularly integration of child protection, gender and agency core competencies such as MEAL, are adhered to in programs/projects.
• Promote active participation of beneficiaries and other stakeholders in program activities so as to create lasting relationships for project sustainability.
• Ensure transparent and effective targeting of project participants based on clear criteria and participatory methods.
• Support an effective mechanism for collecting and responding to feedback from the communities and project participants.
• Maintain and strengthen partner relations and engage in the identification of new potential partners (including private sector and other civil society organizations) with whom Save the Children has a common vision.
• In collaboration with the Resilience Coordinator, support the institutional strengthening of all consortium members technical staff and government field extension personnel through regular interaction, mentoring, and monitoring.
Qualifications
• Bachelor’s Degree in Agriculture, Agricultural Economics or a closely related field.
Experience & Skills
Essential
• A minimum of 5 years’ experience in household economic strengthening programming.
• Experience in working with small scale farmers and/or (crop and livestock) value-chain development, business development, entrepreneurship, rural development councils, local town council, private sector organizations, financial services with a focus on vulnerable populations.
• Demonstrated experience in community mobilization, organization, management and mediation among local actors and partner capacity building.
• Demonstrated experience in training design, delivery and mentoring in subject matter relevant to this position.
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
