Senior Projects Lawyer: Local NGO

Background

Overall Job Purpose
Under the supervision of the Programmes Coordinator, the Senior Projects Lawyer will implement and accomplish strategic objectives by overseeing multiple project activities in the organisation. In particular, the Senior Projects Lawyer shall be directly responsible for the implementation of the following projects:
public interest litigation; access to justice; legal empowerment; anti-impunity campaigns; legal research; and lobby and advocacy (human rights protection and promotion) at national and international levels.
Duties and Responsibilities
Providing strategic leadership and guidance to the public interest litigation programme; Planning annual programmes and trouble shooting the same; Overseeing and implementing the strategic impact litigation, research, and human rights lobby and advocacy strategies of the organisation; Spearheading policy reform campaigns, including development of model laws and policies, policy briefs and analysis on topical human rights issues; Developing funding proposals; Working with the Programmes Coordinator and ensuring budget parameter and grant agreements compliance.
Period of Engagement
The position is a full-time post on a Fixed Term Contract for the duration: October 2018 to March 2019 with the possibility for extension depending on availability of funds, good delivery and project needs.
Profile of the Senior Projects Lawyer Position

Context 
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Project Manager in Harare, and in coordination with relevant units at Regional Office in Pretoria and Headquarters, the successful candidate will be responsible and accountable for the Information and communication. The Project assistant will be the key technical person responsible for the development and coordination of a donor reports in Harare, Zimbabwe: 

Core Functions / Responsibilities: 
• Assist in the development of all donor reports (both narrative and financial) including liaising with programme managers and Regional Office (RO) to ensure they are sent out in a timely fashion. 

• Compile all the IOM Zimbabwe’s donor reports in close coordination with the relevant project managers, to ensure regular and timely reporting and submission according to the requirements in signed donors agreements. 

• Assist in the drafting, editing/reviewing and compilation of regular reports covering the mission’s programmes and project activities including programmatic and thematic information sheets, ad hoc reports and internal reporting for IOM regional or headquarter offices, among others. 

• Prepare briefings and background information as required including specific information requested by government partners and donors. 

• Assist in editing and reviewing all reports developed by other units before sending out external stakeholders. 


• Work in partnership with Zimbabwe Public Information Department and the selected non state actors-including non governmental organizations- to coordinate communication activities. 

• Produce information materials for the implementation of dissemination activities to project partners and IOM mission. 

• Assist in monitoring the implementation of programme activities by project partners and IOM staffm, to ensure content accuracy, appropriateness of tone, as defined by overall strategy, compliance with established deadlines, impact and effectiveness. 

• Monitor programme expenditure to ensure compliance with budget allocations in collaboration with Finance unit in IOM Harare. 

• Liaise with government authorities, donor representatives and other interested parties on all matters pertaining to programmes information. 

• Assist the supervisor in liaison and reporting functions 

• Perform such other duties as may be required 

Desired qualifications:

• University degree –Bachelors or higher from an accredited academic institution preferably in the field of journalism, mass media communication, social sciences, and international relations;

About us
We’re an established civic participation / NGO information project with a great community and a solid track record in financial accountability and delivering on project proposals. We would like to keep it that way! Due to unforeseen circumstances, we’re looking to recruit a management team to see us through our current grant and achieve the deliverables and milestones set out in that grant agreement through March 2019. In addition, the new team will be able to pursue several existing funding possibilities, and encouraged to develop and fundraise for new projects going into the future, assuming they’re in line with the organisation’s mandate to inform and inspire Zimbabweans and promote civic participation.
About you
The current two-person team has divided the following responsibilities between them, but there’s nothing to say it has to stay exactly like this. Convince us which jobs you’re suited for, and why:
Vision / Direction
Develop and drive the vision and overall programmatic direction of the organisation (in consultation with the board); Oversee the responsive / adaptive implementation of existing programme requirements, and actively and creatively develop and manage new ones; Meet with donors, NGO partners, service providers and other relevant stakeholders; Fundraise – Generate, consult around and develop new ideas, submit project proposals, and seek creative opportunities for support and sustainability; Content sourcing and curation – Includes identifying existing materials for republishing, and identifying and managing contributors of original content; Develop campaigns – Creative (and measurable!) ways to engage members, promote interactivity and foster civic participation; Advertise, market and promote the project – again through diverse, creative and efficient means; Solicit and share member feedback – e.g. through surveys, questions, competitions, etc.
Administration / Management
Manage subscribers / databases; Publish across platforms; Manage correspondence and feedback across platforms; Monitoring and evaluation – Coordinate weekly, monthly and quarterly monitoring activities across organisation’s activities. Oversee external evaluations where required; Manage narrative reporting – includes quarterly reporting against programme log frame, annual reporting and other reports as required; Oversee financial management (paying bills, procurement, financial reporting); Manage staff, office, contracts, statutory obligations
Qualifications and experience
Communications background, computer skills, and social media awareness are a must. In addition, the new team needs to have the right mixture of skills, experience, maturity, creativity, IT chops, media savvy, editing and writing ability, marketing and design ability, campaign and strategy development capacity, quirk, humour, optimism and determination. We see a lot of value in innovating with affordable new technologies & mixing it up with traditional avenues for disseminating information. So, someone on the team needs a little more than general admin computer skills. We might sound like fun, but we take our obligations seriously, so a proven track record of sound financial management experience will be essential. An informal, hands on, down to earth style is great. NGO / media house management experience and bi- or tri-lingual (English / Shona / Ndebele) would be very valuable.
