Provincial Coordinator

Overall responsibility
The Provincial Coordinator is responsible for supporting the implementation of the provincial program. The Provincial Coordinator will report to the Provincial Program Manager and will work with a team (driver and administrator), and coordinating all technical aspects of the program, operational support and coordination/networking within the province in line with OPHID’s national guidelines and targets. The Provincial Coordinator will supervise the District Program Officer(s) and the district team (s) in the province. The Provincial Coordinator is responsible for the day-to-day implementation of the program in one or more districts.

Main responsibilities

ü Coordinate OPHID Provincial team
• Provide support and supervision to OPHID district teams to ensure quality of program implementation
• Submit and support collation of annual and quarterly work-plan and budget for province, in line with national program targets
• Support documentation of key program achievements and challenges through production of routine program reports (quarterly and weekly updates) and information that feeds into programs and policy development.
• Attend and represent OPHID at provincial level networking and review meetings, as requested by Provincial Program Manager

ü Program Implementation
• Execute and implement work plans as directed by Provincial Program Manager
• Facilitate capacity development activities for health care workers in the district
• Organize and support HIV Care and Treatment related trainings for health care workers in conjunction with district and provincial health authorities
• Guide and monitor quality of on-site support and supervision visits to clinics to ensure fidelity of program implementation.
• Monitor site level action plans and trouble shoot challenges in HIV Care and Treatment Program Implementation

ü Support District teams to manage program resources
• Submit written requests for resources according to procedures to Provincial Program Manager.
• Support monitoring of expenditure at district level is carried out in line with organizational finance and operational policy documents and guidelines
• Check and verify that all monthly expenditure returns are as per procedure before submission to Provincial Program Manager.

ü Support Program Monitoring and Evaluation
• Work with Provincial Program Manager and SIE team (district and national) to ensure that all program data is routinely and timely entered into the relevant databases to monitor program implementation progress

Requirements
ü State Registered Nurse or Clinician
ü Postgraduate in midwifery, HIV management, public health, project management or related qualifications
ü Experience in Project/Program Management required
ü Previous medical/nursing experience with particular reference to PMTCT and HIV Care and Treatment
ü Relevant experience working with Ministry of Health and Child Care

We work together with local partner organizations and support better living conditions for children, young people and communities across ten countries in Africa and Latin America. In our home country, we strive to increase awareness of global interconnections and run information campaigns to promote fairer north-south relations.
In Zimbabwe and South Africa, our organization is working in the field of sexual and reproductive health and rights (SRHR), and gender-based violence (GBV) with 8 partner organizations in the Matabeleland and Kwa Zulu Natal provinces respectively.
We support our partner organizations financially and with capacity building, whereby the organization has developed genuine methods in its approaches and has capacitated, over the last 9 years, hundreds of staff members and youth of partner organizations in psychosocial support and youth participation with a regional Youth2Youth Program in Solution Focused Approach and Platforms for Youth Participation.
To foster the know-how and experiences achieved so far, we have decided to create a new position at the NC-office with the scope to counsel, monitor and document interventions of local partner organizations with regards to their methods and approaches in PSS and YP.
Job requirements
The Officer for Psychosocial Support and Youth Participation will be reporting directly to the National Coordinator in Zimbabwe and shall start on the 1st of January 2019 or according to agreement.
Qualification and experience
Education: Holder of a First Degree in Sociology, Psychology, Social Science, Social Work or Development Studies. A Master’s Degree could be an added advantage.
Work experience: S/he should have a minimum of two (2) years of professional experience in social work, counselling OR working with the youth; S/he should have practical work experience in the field of psychosocial support – preferably Solution Focused Approach (SFA) and participatory work; S/he should have practical work experience in coaching youth; S/he should have practical experience in facilitating workshops; S/he should have a good knowledge of PCM, project monitoring and evaluation instruments; S/he should have experience and knowhow in SRHR or gender-based violence
Other requirements: S/he should have good communication skills; S/he should have excellent participatory facilitation skills; S/he should be a good team player; S/he must have excellent spoken and written English skills and at least one local language. Organisational context
The Senior Supply Assistant supports procurement activities within UNHCR Zimbabwe. The incumbent is supervised by an Assistant Programme Officer who provides regular guidance. As part of a wider Consortium, Trócaire is implementing a GBV prevention and social norm change project using the SASA! Faith methodology. The Monitoring, Evaluation and Learning (MEL) Project Officer will work directly on this project and will be a member of the programme team supporting the “Promoting Access to Inclusive SRHR and SGBV Information and Services in Zimbabwe” project.
The role requires extensive travel nationally to programme areas and there might be occasional travel within the region and to the Head Office in Ireland. The role is based in Harare.

Key Duties & Responsibilities: Programme Support
• Provide partner support in the development and refinement of SASA/ SASA Faith M & E tools that can be used in the project to effectively monitor and report on progress.
• Work with partner MEL Officers and respective SASA Faith teams to plan and develop work plans on engaging the different circles of influence
• Support partner staff in the designing and implementation of all M&E activities throughout the project cycle, providing hands-on technical assistance in the development and implementation of M&E systems and tools, logic models, results framework, proposal and report submissions, and in conducting the end term evaluation.
• Monitor activities by Community Activists and Community Action Groups
• Conduct routine tracking of outcomes using the designated Outcome Tracking Tool
• Update and maintain the SASA Faith related databases in Microsoft Access
• Conduct Rapid Assessment Surveys at the end of Awareness and Support phases.
• Build partner capacity in monitoring all phases of SASA Faith and support the use of above mentioned databases
• Conduct follow up assessment at the end of the Action phase of the project
• Capture learning as the project is implemented including developing partner capacity to do the same
• Participate in the partner review meetings
• Ensure that accountability to beneficiaries (downward accountability) and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed.
• Support and mentor partners in the use of digital data in SASA Faith related M&E processes
• Support the implementation of the safeguarding programme participants policy, ensuring that the accountability mechanism is in place and works
Capacity building
• Identify training needs and support capacity development in M&E skills, including mentoring as necessary for project and partner staff.

• Work collaboratively with colleagues in the country and HQ to contribute to the achievement of broader organisational goals.
