MANDATE OF APPOINTING OFFICERS OF PARLIAMENT
Section 154 of the Constitution stipulates that the Clerk of Parliament and other Staff of Parliament are appointed on terms of service approved from time to time by the Committee on Standing Rules and Orders and are Public Officers, distinct and separate from the Civil Service.
These appointments are on an open, performance based contract subject to the provisions of Statutory Instrument 24 of 2018, Officers of Parliament (Terms of Service) Regulations, 2018.
Applications are therefore invited from suitably qualified and experienced Zimbabwean citizens below the age of fifty (50), to fill the following vacant positions:-
POST 1
Job Title : Director Parliament Budget Office (DPBO)
Level : Director Level
Location : Parliament Budget Office
Reports To : Clerk of Parliament
Job Description
1.1. Manages, supervises and directs all Budget Office (BO) personnel.
1.2. Ensures that all duties of the PBO are managed efficiently and effectively;
1.3. Ensures that Parliament participates effectively in the entire budget process from formulation, debate and approval in the House, monitoring implementation of the approved budget and then audit.
1.4. Regularly consults with the Budget Committee, Public Accounts Committee (PAC) and other parliamentary committees to ensure that the office’s work and capacities meet and keep pace with the demands of Parliament;
1.5. Assists Parliament to enforce provisions of the Public Finance Management Act and Audit Office Act to ensure a more effective role for the legislature in the budget process;
1.6. Liaises with the Ministry of Finance and all other government departments, state enterprises and any other economic and business units in the country to ensure availability of statistical information to enable assessment of the country’s level of economic development;
1.7. Reviews and analyses legislation related to the budget process;
1.8. Provides periodic monthly / quarterly reports on the performance of the national budget and the economy;
1.9. Proactively engages with agencies contributing to the national budget process, with efforts towards achieving positive national budgeting.
1.10. Carries out any other duties / assignments as directed by the Clerk of Parliament.
Minimum Qualifications & Experience
 A Bachelor of Science Economics / Accounting Degree from a recognised university
 A relevant Master’s Degree;
 At least 10 years post-qualification experience
 Good knowledge in the analysis of tax proposals from Ministries
 Good analytical and financial modelling skills
 Excellent presentation skills
 Good time management and organisational ability
 Ability to influence and persuade
 Knowledge of ERP systems and related technologies
 Excellent time-management and organisational ability
 Ability to multi-task and meet constant deadlines
 Willingness to work long hours, when necessary
 Good knowledge of operations of Parliament
 Active Membership of a registered professional Accounting / Auditing Body
 Creativity and effective communication skills.
 Knowledge of Quality Management System (QMS) ISO 9001:2015 will be an added advantage

Job Title : Senior Analyst (Accounting &Auditing)
Location : Parliament Budget Office
Grade : Deputy Director Level
Reports To : Director, Parliament Budget Office
Job Description
2.1. Analyses audit reports submitted to Parliament by the Auditor - General
(AG);
2.2. Trains and assists the Public Accounts Committee (PAC) to analyse
audited reports from the Auditor- General and follow-up implementation of recommendations made;
2.3. Trains Members of Parliament (MPs) in value-for-money audits and the
interpretation and analysis of such reports from the Auditor General
(AG);
2.4. Sensitises Members on the key provisions of the Public Finance
Management Act and the Audit Office Act;
2.5. Analyses monthly and quarterly consolidated financial statements from
various ministries and government departments on behalf of Portfolio
Committees;
2.6. Trains Members of the PAC on international accounting standards
applicable to public sector financial reporting requirements;
2.7. Assists the PAC with background research in order to justify requests for
special reports by the AG;
2.8. Assists Members draft motions and ask more informed questions related
to accounting and auditing during Question Time; and
2.9. Carries out any other relevant duties as may be assigned by the Director
Parliament Budget Office.
Minimum Qualifications & Experience
 An Accounting / Auditing Degree from a recognised university
 At least 7 years post qualification experience
 High-level analytical and financial modelling skills
 Very good presentation skills
 Ability to influence and persuade
 Knowledge of ERP systems and related technologies
 Excellent time-management and organisational ability
 Ability to multi-task and meet constant deadlines
 Willingness to work long hours, when necessary

Job Description
3.1 Analyses the effect of government policy on microeconomic
performance;
3.2 Maintains information on microeconomic and private sector
developments;
3.3 Analyses and researches on the trends in private savings and investments
including foreign direct investments;
3.4 Conducts research and analyses the effects of new legislation on private
sector;
3.5 Conducts studies on any other sectoral topical issues of interest to
Parliament and the Portfolio Committees; and
3.6 Performs any other duties assigned by the Director Budget Office
Minimum Qualifications & Experience
 A Bachelor Degree in Economics, Accountancy, Business Studies or Commerce with a major in Economics or Accountancy; Full CIS, ACCA or CIMA;

Job Title : Accounting Analyst
Grade : 6/5
Location : Budget Office
Reports To : Director Parliament Budget Office
4.1. Maintains and updates information on the expenditure framework both
short term and long term;
4.2. Conducts analysis on the ministry’s performance reports and derive
policy implications thereof;
4.3. Traces and analyses allocation of public funds, including supplementary
and re-allocations to sectors related to the achievement of the MDGs;
4.4. Analyses the economic and functional classification of actual public
expenditure;
4.5. Ensures information required for making budget projections is collected;
4.6. Assists the Budget Committee conduct public hearings as per the
provision of the Public Finance Management Act;
4.7. Assists the Budget Committee and other Portfolio Committees to analyse
monthly, and quarterly reports from ministries on budget performance and the mid-term fiscal policy review statements;
4.8. Conducts analyses on budget output and outcomes; and
4.9. Performs any other duties assigned by the Director Budget Office
Minimum Qualifications & Experience
 A Bachelor Degree in Accountancy, Business Studies or Commerce with a major in Accountancy; Full CIS, ACCA or CIMA;

6.7 Appraises the quality of performance in carrying out assigned
responsibilities.
6.8 Assist in establishing appropriate policies and procedures to guide
the internal audit function.
6.9 Ensure that the quality of audits is of high standard (i.e. quality control
assurance).
6.10 Conduct a risk assessment on a regular basis to ensure that a risk based
auditing approach becomes successful.
6.11 Performs any other related audit duties as may be assigned by the

 A Degree in Commerce/Accounting or Business Studies;
 Full CIS / ACCA / CIMA / Equivalent
 6 years in Public Administration, 2 of which are spent at Senior Auditor level;
 Sound knowledge of the PFMS;
 Assertiveness and well developed presentation and communication skills;
 Ability to work under pressure;
 High levels of integrity and professional ethics;
 Computer literacy;
 Knowledge of Quality Management System (QMS) ISO 9001:2015 will be an added advantage

7.4 Preparation of cash-flow targets for uploading onto the PFMS

7.7. Supervising the release of funds into the Paymaster Account.
