Technical Assistance for Development of Program Teaching and Learning Materials

Introduction
1.1 FHI360 Overview
FHI360 is a non-profit human development organization dedicated to improving lives in lasting ways, by advancing integrated, locally driven solutions. FHI360 Zimbabwe currently implements programming that supports service provision across Zimbabwe, serving pregnant and breastfeeding women, children, adolescents girls and young women, men and stable and unstable patients on anti-retroviral therapy.
1.2 Program Background
The Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women (DREAMS) program in Zimbabwe is focused on reducing new HIV infections amongst adolescent girls and young women (AGYW) by 40% by September 2017. The DREAMS program is being implemented in six priority high HIV burden districts in Zimbabwe i.e. Bulawayo, Chipinge, Gweru, Mazowe, Makoni, and Mutare. FHI360’ primary role in the DREAMS Program is to deliver a comprehensive curriculum on HIV prevention, gender norms and social asset building targeted at AGYW in school, out of school and their sexual partners at community level.
2. Purpose and Objectives of the FHI360 Technical Assistance for Development of Program Teaching and Learning Materials
The primary purpose of this assignment is to provide technical assistance in the review and development of program teaching and learning materials in line with the program’s strategic direction and emerging new evidence. The consultant is required to develop evidence Informed, Age, Gender and Culture Appropriate Risk Avoidance (9-14 years) and Risk Reduction (15-24 years) HIV and Violence Prevention Curriculum/package for use by teachers, learners, and out of school facilitators in DREAMS Health4Life Adolescent Girls and Young Women (AGYW) 3600 Program.
Overall objective of the Curriculum Development Assignment
The overall objective of this assignment is:
• To develop evidence-based, accurate, age, culture, gender appropriate and user-friendly HIV Risk Avoidance and Risk Reduction, HIV and Violence prevention materials for use by teachers/facilitators and learners in class and in club settings.
3. Scope of work
Prospective consultants will submit an expression of interest outlining in detail a framework for developing a curriculum/package following these guidelines:
A. HIV and Violence Prevention for Risk Avoidance Package (09-14 Years)
• Develop age/gender/culture appropriate curriculum/package focusing on modules or topic sessions that put emphasis on HIV and Violence prevention for risk avoidance. The curriculum should use-evidence-based strategies and tools for preventing HIV and sexual violence before it occurs among learners
• The curriculum should aim to equip teachers with skills and to be sensitive to the prevalence of sexual violence and other factors shaping adolescent sexual behaviours.
• The curriculum should adopt already developed evidence-based approaches critical for providing steps to identify and address risk factors for HIV and Violence both at school and community settings
5. Plan of work
The consultant will work very closely with MoPSE Curriculum Development Unit and FHI360. The consultant will commence the material development process once all necessary checks and approvals are in place. The level of effort for this activity will not exceed 20 days
6. Consultant Qualification and Experience
The consultant should have a minimum of a Master’s Degree in Development, Health Promotions, Communication, Public Health or Social Sciences. In addition, the consultant should possess the following:
• The consultant should have 10 years’ experience of developing HIV and GBV prevention materials for Primary and Secondary School Learners. Teaching experience is an added advantage.
• Knowledge and experience in development of health-related documentation and communication materials
• Knowledge and experience in using evidence-based, participatory approaches and innovative documentation and communication techniques for various audiences
• Well versed with health, RMNCH/FP, ASRH, HIV and GBV programming for young people, women and communities
• Excellent analytical and technical writing skills for donors, communities and development stakeholders.
• Strong understanding of the development context in Zimbabwe and Southern Africa.
• Clearly stated references for works previously performed as well as documentation and communication products previously produced in similar areas.
7. How to Apply

Job Purpose

Key Duties and Responsibilities
Grant and /or Program Management Support – that includes supporting all M&E initiatives for assigned grants (s) /project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
System Development - Creating frameworks and procedures for the monitoring and evaluation of project activities. Defining and implementing the programme key performance indicators (KPI) as well as monitoring them throughout the duration of the projects. Develop tools that ensure effective and efficient data collection. Developing log frame, result framework, coordination of baselines /end line studies, impact assessments. Project performance tracking, indicators, results chain, M&E manuals, critical pathways, Outcomes, activities and inputs)
Data Management and Analysis - Identify strengths and weaknesses in existing data collection and management systems and propose solutions. Perform regular field visits to ensure the quality of data collection by programs and to verify the accuracy of reported data. Analyze changes and patterns in Key Performance Indicators indicator data and performance reports in order to support Program staff. Ensuring that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner. Support and participate in program and project evaluations
Communication and Reporting - Support the Management in reviewing donor reports to ensure high quality reports are submitted on time for this grant/program. Development of templates and or matrices for reporting both internally and externally. Review and analyse weekly, monthly, half yearly and annual reports to identify the causes of potential bottle necks in project implementation and to enhance quality of reporting.
Qualifications and Experience Required
Relevant Masters Degree in Monitoring & Evaluation or Equivalent; At least 5 years relevant work experience: Established experience and track record in monitoring and evaluation of donor funded programmes. Experience in developing programmatic reports and conducting M&E related tasks such as data validation and verification, data base management and maintenance; Good Analytical skills; Computer literacy – competent Data usage; including speedy collation and analysis of complex and high volume data; Excellent organizational, writing, analytical and administrative skills; Self motivation and enthusiasm and ability to work under own initiative. Must have a clean Class 4 driver’s license.

Lecturer/Senior Lecturer - Psychiatrists (3 Posts)

Applicants should be PhD/ DPhil degree holders in Psychiatry. Masters degree in Psychiatry (M Med Psychiatry) or equivalent and Bachelor of Medicine and Surgery Degrees (MBChB) with grade 2.1 or better are a must. He/ she must be registered with the Medical and Dental Practitioners Council of Zimbabwe. The successful candidate will be expected to teach undergraduate and postgraduate students in Psychiatry and carry out Research and do Clinical work.

Lecturer/Senior Lecturer - Histology/ Histopathology

Applicants should be PhD/DPhil degree holders in Histology/ Histopathology; possess postgraduate Pathology specialist's qualification such as M.Med Histopathology, MRC Histopathology or MSc in Cellular Pathology and a foundation degree in Histology/ Histopathology. The successful candidate should be a Clinical Scientists registered with the Medical and Dental Practitioners Council of Zimbabwe.
