Procurement Manager: International Rescue Committee Zimbabwe Program

Position is based in Harare.
Contract duration: 9 months with possibility of extension
Position overview
Procurement Manager is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management.
Reporting
The Procurement Manager is responsible for preparing and submitting accurate: Monthly SCR & PRTS report to Operations Coordinator by 2nd of every month; Support with developing and updating the procurement plans as required.
Procurement Manager Competency’s matrix
The Procurement Manager Competency matrix is the primary supporting document to this job description and the Procurement Manager must ensure that all tasks are preformed to standard.

Position directly supervises: Harare Operations Officer

Requirements
Education: Post Graduate Degree / Degree or equivalent in Supply Chain Management, Logistics, Business Administration, or related field
Work experience
5-7 years of work experience in supply chain operations (Procurement)
Demonstrated skills and competencies
Demonstrated success as a procurement leader within supply chain including planning, procurement and logistics; To apply

Scope

Tasks

Skills required

General description of the role

Summary of key duties

Person specifications (attributes and qualifications)
Minimum of a Bachelors’ Degree in Accounting/Finance or related field; Post graduate qualification and membership of a professional body is desirable; A minimum of 4 years’ experience with development programs in finance; Knowledge of major donor regulations such as IRISH AID, UNHCR, DFID, UNICEF etc; Valid and Clean Class 4 Drivers’ License with at least 2 years driving experience; Ability to take direction and work independently; Excellent interpersonal and motivational skills; Proficiency in using Microsoft Computer Packages

Key duties

Qualifications, skills and experience
Degree in Purchasing and Supply Management/CIPS or equivalent; 1 year attachment / work related learning experience in Procurement, Logistics or other related fields; Good interpersonal and communication skills.

Purpose

Planning

Knowledge, skills & behaviours required in achieving role’s objective
Degree in Social Sciences, Agricultural economics, Development Studies, Rural and Urban Planning, An M&E qualification; Proven project management skills with experience e managing multiple development assistance projects (Food Security, Nutrition and Livelihoods, Water Supply and water Harvesting techniques , Sanitation and Hygiene) as well as Food Aid programmes; Knowledge of ICTs in development work; Minimum of 5 yrs relevant working experience preferably in an NGO; Good report writing, facilitation, communication, analytical, negotiation and community mobilization skills; Computer literacy in at least Word, Excel, Power Point and email and ability to organize own work and work independently; Clean class 4 drivers licence; A reference letter from your church pastor
