Capacity Building Assistant – UNDP
Under the guidance and supervision of the Capacity Building Specialist the Assistant will assist in the continuous collection, analyzing and addressing of internal and external knowledge and capacities of Government departments to generate and utilize evidence for informing policy interventions. He/She will furthermore assist in implementing and the Capacity Development Plan.
Duties and Responsibilities
Capacity development for inclusion of resilience measures into key national policies, plans and programmes

• Updating and mapping of national and international policies relevant for resilience building;
• Support the drafting of national level recommendations for inclusion of evidence building on resilience in key national policies;
• Support review and updating of capacity assessments undertaken of national and local government institutions;
• Support organizing training of trainers capacity building workshops aimed at strengthering the evidence generation and utilization of government departments; 
• Support training on Resilience programming within national and subnational institutions for improved gathering, analysis and utilization of independent evidence for resilience in policy, planning and programming processes;

Policy recommendations for improved community resilience:
• Support the design and implementation of community based planning strategies for communities affected by hazards in selected districts in Zimbabwe;
• Support the drafting of resilience building plans at community level, including community based DRM plans;
• Support the design and implementation of training modules for local government authorities, NGOs, Faith Based organizations and other support systems at the local level to improve planning for resilience; 
• Support local level capacity building for implementation of resilience approaches with a focus on local innovation, absorptive and adaptive capacity building and gender equality;
• Support the Ministry of Lands Agriculture and Rural Resettlement in the development of an inventory of existing manuals and provide recommendations for inclusion of additional data needs;
Education;
• Secondary Education with specialized certification in capacity building/training;
• University Degree in International Development, Public Administration, Business Administration or other relevant Social Sciences desirable, but it is not a requirement;
Experience;
• At least 5 years’ experience in project management, which includes at least 1 year with an international organization in capacity development aspects preferably in Zimbabwe;
• Proven project and operational experience in development settings;
• Strong experience and skills in capacity building and training for a range of audiences from community and local to national level 
• Experience in design, facilitation, use of participatory techniques and practical community based approaches;
• Experience in establishing inter-relationships amongst partners such as government, local CSOs, UN agencies etc.
• Experience in capacity assessments and development of capacity building manuals;
• Experience in the usage of computers and office software packages; and
• Previous UN or UNDP work experience will be an added advantage.

Finance Assistant – UNDP
Under the guidance of the Finance Specialist and daily supervision of the Finance Analyst/ Finance Associate, the Finance Assistant is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the projects finances.
Duties and Responsibilities
Ensures implementation of operational strategies focusing on achievement of the following results:
• Full compliance of financial processes and financial records with UNDP rules, regulations, policies and strategies.
• Maintain financial records for the PR as per UNDP financial and accounting rules, regulations and policies and ensure their compliance.

Provides accounting and administrative support to the Finance Analyst focusing on achievement of the following results:
• Ensure an efficient financial flow process and timely payments of the goods and services required by SRs and SSRs for the implementation of the project activities;
• Perform spot checks and financial verifications of expenditures reported by the PR MoHCC, SRs, and SSRs to ensure compliance with the approved Work Plan and Budget under the Grant Agreements ;
• Prepare detailed budget information of the Global Fund approved components;
• Follow up on the budget execution of SRs and SSRs
• Follow up on and timely correct reporting by SR and SSRs and closely monitor liquidation of advances to ensure compliance with UNDP rules 
• Prepare monthly account reconciliation;
• Prepare budget revisions, as required and maintain updated projects information in ATLAS;
• Support the design of a reporting system for internal and GFATM needs and prepare periodic reports as required;
• Support preparation of project financial reports in compliance with the Global Fund requirements and the periodic Disbursements Requests to be submitted to the LFA/Global Fund for the replenishment of the PR account;
• Analyse and provide reasons for the budget variances between the actual and budgeted expenditures;
• Prepare for annual audits of PR and SRs (inclusive SSRs if any) as required by the GFATM and ensure that external auditors have all relevant information. Follow up on audit reports to ensure that recommendations in audit reports are implemented;
• Effect payments using ATLAS, ensuring accuracy of computation and completeness of supporting documentation and preparing for payments (check and bank transfer);
• Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed;
• Presentation of information on the status of financial resources as required.
• Management of cash receipts and petty cash;
• Responsible for maintenance of the proper filing system for finance records and documents;
Ensures proper cash management system functioning focusing on achievement of the following results:
• Timely and accurate preparation of cash reconciliations;
• Timely and accurate preparation of cash forecast;
• Initiation of payment vouchers in Atlas;
Education: 
• Secondary Education with specialized certification in Accounting and Finance. University;
• Degree in Business or Public Administration desirable, but it is not a requirement;

Monitoring & Evaluation Assistant
Duties and Responsibilities
Ensures operationalization of the ZRBF PMU Monitoring, Evaluation and Learning (MEL) Framework;
• Ensures planning and implementation of the projects, focusing on overall MLE framework of the projects:
• Assist in the development of the project MEL plan and its effective and efficient implementation;
• Ensure that log frame performance and impact indicators are defined and are tracked;
• Develop measurement methods and identify data sources for project performance and impact indicators, in conjunction with respective project component teams;
• Provide quality assurance through the development and implementation of an MEL Operations and Reporting Manual for the project;
• Assist with the development of a consolidated monthly reporting system and format for project staff, with designated sections for each project component. Assist in the conduct of project baseline and progress surveys (appropriate sample size and sampling survey methods and data collection procedures, data verification though, periodic site visits, where appropriate provide or facilitate necessary training);
• Support in the development and maintenance of ZRBF PMU M&E database 
• Support the team members and grantees in the development of critical learning events, which will provide the opportunity to examine issues that arise during project implementation;

Under the supervision of a senior staff member, Junior Professionals (JPs) work with international and national staff and are involved in the identification, design, implementation, monitoring and evaluation of FAO activities. Purposes of assignments vary and may have a country-specific, regional, sector-based or thematic focus.
JPOs are offered two years fixed term contracts subject to a one-year probationary period. This term may be renewed for a period of up to two additional years, subject to satisfactory performance.
