Requirements
A relevant Bachelor’s degree (NQF Level 7) or a three-year National Diploma with at least five years of experience in project financial administration, reporting, procurement, monitoring and evaluation.

Job Description
Efficiently manage the procurement and financial administration of projects.
Oversee the administration of approved budgets; develop and maintain an effective budgetary and expenditure control system; draw up monthly management accounts; review monthly reconciliations; ensure accurate pricing and costing and monitor the financial performance and efficiency of projects. Develop, design and establish financial reporting standards for multiple, large-scale and/or multi-disciplinary projects and ensure compliance with relevant policies and requirements of both the donor and the Namibia University of Science and Technology.

Responsibilities

Qualifications and experience

CeSHHAR Zimbabwe is an organization that specializes in sexual health, HIV and AIDS research in Zimbabwe. CeSHHAR in collaboration with the MOHCC and NAC is implementing a National Sex Work Programme aimed at reducing HIV acquisition and transmission among female, male and transgender sex workers thereby reducing HIV transmission and acquisition to and from their clients. Low consistent condom use, risk of drug use and increasing transactional sex are some of the common reasons that put these key populations at risk of acquiring STI and HIV infection. Therefore, reaching these populations and increasing awareness and access to STI & HIV prevention, testing and treatment services are fundamental to reducing transmission of STI and HIV infections.
Objectives
To improve access to HIV/STI Preventive Service Package among young women selling sex; To determine YWSS need for educational subsidy and make appropriate referrals; To encourage and facilitate them to take up HIV/STI Counselling, Testing and Treatment Services
Scope of work
Under the overall supervision of the Programme Coordinator, the Programme Assistant will be responsible for the following tasks:
Offer administrative support to the project lead and Project coordinator respectively; Manage administrative issues and logistics of the Antiwerp Educational subsidy programme; Recruitment of new beneficiaries into the programme; Monitor school attendance of beneficiaries on a regular basis; Maintenance of petty cash for the beneficiaries needs ( in collaboration with the accounts department); Assist and help beneficiaries in in-house computer training and appreciation; Develop new concepts and ideas to extend intellectual understanding; Participate in focus groups (FGDs) and In-depth Interviews (IDIs) by facilitating dialogue, note taking and making logistical arrangements; Transcribe and translate FGDs and IDIs from audio files to word documents; Codes qualitative data into the relevant system; Assess, interpret and evaluate outcomes of research; Assist with work flow tracking; Contribute to knowledge generation, knowledge exchange and knowledge transfer activities; Participate in and develop external networks; Maintain and monitor regulatory binders (RCZ and MRCZ); Doing any other duties as assigned by the program coordinator

Scope
Translate BOTH from Shona to English and Ndebele to English, Interviews of eleven families conducted, a link to the recorded video content for translations will be provided to the successful candidate.
Objective
Translate the interviews from Shona into English and Ndebele to English in an accurate and timely fashion. Time codes should be given every sentence to allow for the English-speaking editor to find specific quotes. They should be written as HH:MM:SS. Only relevant audio needs to be translated (interviewer’s questions and interviewee’s answers).

The Catholic Agency for Overseas Development (CAFOD), Caritas Gokwe, Caritas Hwange, Environment Africa and Farm Community Trust of Zimbabwe are implementing a UK-AID funded project in Gokwe, Binga, Hwange and Hurungwe Districts. The project, “Climate Resilient Agriculture: Transforming the livelihoods of 300,000 poor women, men and children in marginalised rural areas of Bangladesh, Kenya, Myanmar and Zimbabwe” is a three-year project implemented from 2015 – 2018, targeting a total of 42,900 women and men in Zimbabwe. The overall objective of the project is to achieve improved livelihoods security for poor women, men and children from hazard-prone and/or marginalised rural communities through an integrated approach that increases the productivity and resilience of agricultural systems; consolidates engagement in markets and diversified income generation; strengthens adaptation to climate change; and increases the ability of local, small scale food producers to access services and influence development practices.
Purpose
The purpose of this consultancy is to consolidate learnings from UK-AID Match Round 3 implemented in Zimbabwe developed through good conceptual and practical analysis of primary data to inform development models, policies and practices for CAFOD, partners and donors and produce learning briefs in the identified areas.
Approach
Using primary data and a preferred methodology, the consultant(s) will submit to CAFOD a document that will inform CAFOD, partners and donors on the best approach to achieve this assignment effectively and efficiently within shortest possible agreeable timelines. It is highly advisable that Consultants work as a highly competitive Team with proven track records and references for the areas of exploration and learning identified.
The key result areas for the Consultant Team are captured in the three selected strands which each consultant can choose from.
The following are the three areas of exploration and learnings to be covered under this call for Consultants:
Disaster Risk Reduction and Early Warning Systems contribution to resilience in rural communities
At CAFOD, Disaster Risk Reduction (DRR) is central among our four pillars of resilience and sustainability and as such, the project has done a lot of activities around DRR and development of early warning systems. CAFOD endeavours to promulgate transferable lessons that can build to our future programming and inform donors and partners on the best practices and approaches that can better contribute towards resilient communities and sustainable small holder farming.
Income Savings and Lending (ISALs)
On ISALs, CAFOD holds the logic of change which underpins that if communities embed a culture of internal savings and landing; revolving funds would enable households to better cope with various shocks. ISALs were integrated into community gardens, irrigation schemes and small livestock programmes among others. In this case, we hope to draw several lessons from the ISALs initiative and would like to further understand ISALs across space and context.
Advocacy
The project aimed at increasing the absorptive and adaptive capacities of target communities. It went further by entrenching a transformational aspect in the form of advocacy. To maintain sustainability and influence policy, our partners used various advocacy tools such as the Voice and Accountability. This was integrated with policy work such as participatory budgeting at local level, citizen participation and Integrated Water Resource Management (IWRM).
Tasks
The consultant(s) will perform the following tasks in the development of each learning brief: Field work (Based on an agreed methodology); Review of Secondary data; Develop zero draft of the learning brief; Presentation of first draft to CAFOD and partners; Incorporation of comments and submission of second draft; Approved Finale Draft; Present learning brief at a high-level conference in June/July 2018
N/B: This is only an indicative summary of the actual process. Finer details will be shared with successful bidders including structure of the Brief.
Required skills, competencies and experience
The consultants should have the following skills, competencies and experience:
At least a minimum of a Masters in the following fields: Social Sciences, Agriculture, Agriculture Economics, DRR, Development Studies or Public Policy; 5 years proven track record; Excellent communication and perfect writing skills; Candidates with a proven track of publishing and developing learning briefs are highly preferable; Sound understanding of resilience building and climate change adaptation is a plus
